Five years ago, when the reporter interviewed Zhu Guoping, he saved her mobile phone number. Five years later, when the reporter contacted Zhu Guoping again, her phone was still on the phone. According to the appointment time, at one o'clock in the afternoon, when the reporter met Zhu Guoping in the Pingju Studio, she was very busy. "Too busy. It's all about celebrating the New Year."
After finishing a bowl of tomato and egg noodles, Zhu Guoping took a slow breath and opened the chatterbox: "When the General Secretary praised me, I was a little embarrassed, and my head dropped suddenly, and the representatives beside me also laughed."
"A good story is a great event"
On March 5, 2014, General Secretary Xi Jinping participated in the deliberation in the Shanghai delegation, and Zhu Guoping, the representative, is the secretary of the General Party Branch from the grass-roots community. In her speech, Zhu Guoping proposed that the allocation of public service resources should be more reasonable and optimized, and the policy of innovative social management should be more effective. She "sees the big from the small", telling the General Secretary and delegates about the troubles of community residents due to public service resources.
After listening to Zhu Guoping's story, the General Secretary was very moved: Zhu Guoping's story about innovative social management is well told and vivid, and everyone loves to hear stories. "The foundation is not solid, and the earth shakes the mountain. The focus of social governance must fall on urban and rural communities. If the community service and management capabilities are strong, the community will be solid. The real stability of our country depends on our comrades at the grass-roots level."
Zhu Guoping blushed when the General Secretary praised him face to face. "I feel ashamed because I feel that I can do my work better." Five years later, Zhu Guoping still remembers the scene at that time.
In recent years, Zhu Guoping's suggestions put forward at the National Two Sessions have been adopted many times. During the National Two Sessions in 2017, Zhu Guoping's two amendments to the draft of the General Principles of Civil Law were adopted. In 2018, Zhu Guoping's suggestion on general practitioners on the media open day of the Shanghai delegation was again adopted. According to her suggestion, the financial budget report added a line on the third line of page 26: "Strengthen the construction of general practitioners and pediatricians."
Every time Zhu Guoping speaks at the two sessions, he talks about trivial matters. But after careful consideration, everything she said was important, because it was the heart of the community residents. "If you don't take the broom, the dust will not go away." In Zhu Guoping's opinion, work in residential areas should not only be diligent, but also polish your eyes. If you see something wrong, you should work hard. What can be solved by improving the hardware can be solved by paying for it, but more problems need to be solved by improving the management level.
"I am a representative from the grass-roots level, so I will tell you the little things that I know best with the masses. Telling a good story is a big event. I remember the encouragement of the General Secretary and was encouraged. At that time, I thought that after the end of the two sessions, we must implement the instructions of the General Secretary into future actions and daily work." Zhu Guoping said.

Retirement helps cultivate more "alley premiers"
On the one hand, Zhu Guoping is a deputy to the three sessions of the National People's Congress and has been elected as a member of the Presidium of the National People's Congress for 11 consecutive years. During the collective meeting, Zhu Guoping and state leaders took their seats at the rostrum of the Great Hall of the People.
On the other hand, Zhu Guoping has served as the director of the neighborhood committee and secretary of the general party branch of Hongchu Community, Hongqiao Street, Changning District since 1991. For 28 years, she has devoted herself to the community's "trivial matters" every day. This "dual identity" gave her the title of "Prime Minister of Alley".
The number is open to all residents in the community. It is powered on 24 hours a day, and has never been changed in 28 years. The details reflect the original intention of this "alley prime minister" to serve the community people consistently for 28 years. With this original intention and tenacity, Zhu Guoping and his colleagues built an ordinary residential area into a star community with many honors, such as the first batch of advanced communities for green community building activities in China, and the top 100 learning communities in China.
In May 2018, Zhu Guoping retired from her community work post after 28 years of struggle. Zhu Guoping's "praise" from the General Secretary at the two sessions has made her an "online celebrity". She had more choices, but Zhu Guoping, who is also the secretary of the residential area and a deputy to the National People's Congress, always felt that she was the "monitor" of Hongchu Community.

No retirement. In order to continue to serve the community, Zhu Guoping and his team have created Pingju Studio, which is dedicated to providing training, publicity, consultation, guidance, public service recruitment, evaluation and supervision and other services for the grassroots. It is also the only "contact point for grassroots legislation" in Shanghai set up by the Legislative Affairs Committee of the Standing Committee of the National People's Congress. Zhu Guoping not only personally served as the secretary of the Party branch of Pingju Studio, but also served as a part-time member and deputy secretary of the Party Committee of Hongqiao Community, Changning District.
"It's a responsibility to be a secretary in Hongchu Community; it's a public good to be a secretary in Pingju Studio." Zhu Guoping unreservedly told the whole story of more than 20 years of grass-roots governance experience and work philosophy. She said, "I am grateful to the society and organizations. I am doing public welfare to give back to the society and organizations. I hope to help cultivate more 'alley premiers'."
The living room of Pingju Studio faces the outer wall of Hongchu Community. In the warm winter sun, the traditional wood carving "dream" on the wall came into view, and the flowers and plants under the wall were lush. "The studio is not big, but it's all about making people live a better life. Isn't that just chasing dreams?" Zhu Guoping said with a smile.
