31. All provincial institutional reform plans were approved

Beijing, November 16 (Reporter Zhao Bing, Yang Shuobi, He Yong) This year, the Central Committee of the Communist Party of China issued the Plan for Deepening the Reform of Party and State Institutions, which clearly stated that "the reform plan of provincial party and government institutions should be reported to the Party Central Committee for approval by the end of September 2018, and the institutional adjustment should be basically in place by the end of 2018." Recently, As Shanghai and other places announced the approval of the provincial institutional reform plan, the reporter found that all the provincial institutional reform plans of 31 provinces, autonomous regions and cities in China have been approved by the CPC Central Committee and the State Council.

From the open plan, the number of party and government organizations after the reform is 65 in Beijing, 64 in Chongqing and Tianjin, 63 in Shanghai, 58 in Guangxi, 55 in Hainan and Ningxia, and most other provinces do not exceed 60. It is worth noting that some provinces also announced the proportion of streamlining after the reform when they announced their plans. For example, the Office of the Leading Group of the CPC Hebei Provincial Committee for Deepening Institutional Reform mentioned in the answer to questions from reporters that "after the reform, the party and government organs and public institutions above the department and bureau level were reduced by 19.28%, of which the party and government organs were reduced by 13.04%."

Within the framework of the central policy, many provinces have set up institutions and allocated functions according to specific conditions. For example, Shandong has set up the Marine Development Committee of the Provincial Party Committee and the Provincial Oceanic Bureau to build a strategic place for high-quality marine development; Hainan has established the Provincial Tourism, Culture, Radio, Television and Sports Department to meet the construction requirements of an international tourism consumption center.

Some provinces have reflected the orientation of regional economic development in terms of institutional setting. For example, Guangxi has set up the Planning and Construction Management Office of the Autonomous Region Beibu Gulf Economic Zone; Guangdong set up a provincial leading group to promote the construction of the Guangdong Hong Kong Macao Greater Bay Area; The Comprehensive Deepening Reform Commission of the Hainan Provincial Party Committee added the brand of the Working Committee of the Provincial Party Committee's Pilot Free Trade Zone (Free Trade Port).

In the context of the accelerated promotion of "Internet+government", many provinces have set up big data management organizations to integrate the data resource management, big data application and industrial development, informatization and other responsibilities of relevant departments. For example, Guizhou has established the Provincial Big Data Development Administration, Shandong has established the Provincial Big Data Administration, Anhui has established the Provincial Data Resources Administration, and Beijing, Guangxi, Chongqing, Zhejiang, Henan, and Fujian have also set up corresponding institutions. Guangdong and Jilin provinces have written "government service" into the name of the organization. Guangdong has established the Provincial Government Service Data Management Bureau, and Jilin has established the Provincial Government Service and Digital Construction Management Bureau.

The report of the 19th National Congress of the Communist Party of China proposed to improve the financial supervision system and hold the bottom line of avoiding systematic financial risks. In this reform of local institutions, Zhejiang, Hubei, Chongqing and other places have established provincial local financial supervision and administration bureaus to strengthen financial supervision.

It is understood that after the approval of the provincial institutional reform plan, mobilization meetings have been held in various regions to comprehensively promote the provincial (district, city) institutional reform and other work. According to the Plan for Deepening the Reform of Party and State Institutions, "the reform of party and government institutions below the provincial level shall be under the unified leadership of the provincial party committee and reported to the Party Central Committee for filing by the end of 2018. All local institutional reform tasks shall be basically completed by the end of March 2019."
