September 20, Shenzhen. The Forum on Targeted Poverty Alleviation, jointly sponsored by the People's Daily and the China Foundation for Poverty Alleviation, was held here.

Soon after the typhoon "Shanzhu" dissipated, the city has quickly regained consciousness and entered its fast pace again.

Forty years ago, China's process of becoming rich started here. Today, the forum is held here, focusing on another crucial battle - the decisive fight against poverty.

Feel a surge of power

This is really a tough battle.

The report of the 19th National Congress of the Communist Party of China made it clear that targeted poverty alleviation is one of the three key battles that must be won in order to win the building of a moderately prosperous society in all respects: "We will ensure that by 2020, the rural poor population will be lifted out of poverty under the current standards in China, and all poor counties will be lifted out of poverty, so as to solve the overall regional poverty and achieve true poverty alleviation."

Time is tight and every minute counts.

"Gather wisdom and cohesion, work together to overcome difficulties, and make greater contributions to China's poverty alleviation and the world's poverty alleviation." Xie Jingrong, Vice President of the All China Federation of Industry and Commerce, expressed his expectations in his speech.

This targeted poverty alleviation forum is deeply integrated with the 6th China Charity Project Exchange Exhibition. The charity exhibition hosted by the Ministry of Civil Affairs and other departments and units also set the theme of "focusing on targeted poverty alleviation and creating a better life", and set up a special theme exhibition area to display outstanding projects in the field of social poverty alleviation.

The heads of relevant ministries and commissions came, the rural front-line poverty alleviation workers came, and experts and scholars at home and abroad concerned about China's targeted poverty alleviation and targeted poverty alleviation also came... A heavyweight forum, several keynote speeches and round tables, and a large number of cases were shared and displayed.

"We deeply realize that social forces pay great attention to poverty alleviation, and that social forces are a powerful force," said Ou Qingping, deputy director of the Poverty Alleviation Office of the State Council.

On the afternoon of the 20th, at the round table forum of "E-commerce helps build poverty alleviation brands", JD released the 2018 Poverty Alleviation Brand Report, which confirmed Ou Qingping's perception from the perspective of Internet technology. The Report focuses on the role of the Internet in poverty alleviation through a large number of big data on transaction behavior, and finds that one of them is that online consumption of agricultural products is increasingly penetrating into people's lives, and online poverty alleviation ushers in new opportunities.

The "poverty alleviation model innovation" in poverty alleviation is particularly concerned. How can relocation enable poor households to move, stay stable and become rich, and how can they keep the stipulated red line without increasing the cost of poor households? At the round table forum, Yang Weizheng, a poverty alleviation cadre from Chaotian District, Guangyuan, Sichuan, brought front-line problems.

40 successful cases and 40 poverty alleviation stories

Problems come from the front line, and model innovation often summarizes the experience from the front line.

In the afternoon of the 20th, during the forum case sharing session, representatives from the frontline of poverty alleviation brought their own stories.

A small mountain village in Hebei Province, with the help of China Samsung, explored tourism poverty alleviation and attracted the agricultural ministers of Ethiopia, South Africa and Cambodia to study.

A poverty-stricken county in Anhui signed an agreement with Zhongli Group to build a photovoltaic farm on waste water pond and barren mountain land, so that poor households can not only engage in planting and breeding, but also get power generation dividends.

The case collection started on April 26, and about 650 cases were received. The expert committee selected 60 shortlisted cases, collected netizens' opinions through the People's Daily client, and finally determined 40 cases to be shared on the forum.

"The case collection starts from four dimensions: comprehensive governance, factor input, capacity building, and industrial development." Zheng Wenkai, president of the China Foundation for Poverty Alleviation, said, "I hope it can provide a useful reference for social forces to participate in poverty alleviation.".

Poverty is multidimensional, and poverty governance often requires multi pronged and comprehensive governance.

Evergrande Group has combined industrial poverty alleviation, relocation poverty alleviation and employment poverty alleviation, not only providing funds, but also providing teams, technologies, management and ideas. It has transferred 2108 people to form a poverty alleviation team, which is based in Wumeng Mountains, and has built 50 new villages and 12 immigrant communities.

Factor input is an important condition for poverty governance, and financial poverty alleviation is a typical form of factor input.

The Agricultural Bank of China has granted small poverty alleviation loans to poor households with labor ability, and the service has driven the number of poor people who have filed cards to 1.1 million every year.

Poverty is often related to the poor people's insufficient self-development capacity. Therefore, capacity-building is the key to poverty eradication.

Since 2015, Wuliangye Group has helped Xingwen County, Sichuan Province. In order to truly achieve industrial poverty alleviation, Wuliangye Group donated 330 sewing equipment, directly opened poverty alleviation workshops in Xingwen County, and trained villagers in sewing skills.

Based on local characteristics, developing relevant industries is an important way to get rid of poverty in many places.

Country Garden has carried out seedling industry poverty alleviation in 10 poor counties, such as Tiandong in Guangxi and Xingguo in Jiangxi, and has cooperated with Country Garden Modern Agriculture Company to help each county to develop characteristic high-quality agricultural and sideline products.

Transform the combined force of the eight parties' support into the power of unity

The number of cases shown in the months of collection and screening seems to be quite large, but it is only a drop in the story of poverty alleviation on this vast land.

The documentary "Poverty Alleviation in China on the Road" is also the achievement of poverty alleviation stories. This large-scale documentary selected for the Publicity Department's international communication capacity building project was produced by People's Daily Culture Media Co., Ltd. It visited and photographed 16 provinces, regions and cities, more than 50 counties and cities, and more than 100 villages across the country, and collected more than 100 typical poverty alleviation cases across the country.

As the fight against poverty enters the decisive stage, more good practices should be spread in a timely manner. Lu Xinning, deputy editor in chief of the People's Daily, said that the media should "transform the joint efforts of the eight parties' support into the power of unity".

As an organ newspaper of the Party Central Committee, the People's Daily has fully mobilized the resources of the whole newspaper office to pool the strong joint force of the media matrix of the "People's Department". At the forum, the People's Daily announced the launch of a large-scale targeted poverty alleviation interview activity. The poverty alleviation channel on the People's Daily client was launched, and the "poverty alleviation online" client 2.0 was launched.

Enterprises also expect to participate in targeted poverty alleviation. Liang Zhaoxian, chairman and president of Galanz Group, said that enterprises should focus on participating in targeted poverty alleviation, "preferably in the scope related to their own industries".

At the forum, Galanz Group signed a targeted poverty alleviation plan with the Poverty Alleviation Office of Luanping County, Hebei Province. The Galanz "Ding Future" plan, which will be launched in Luanping, is to give play to Galanz's own advantages and solve the problems such as incomplete canteen equipment in primary and secondary schools in poor areas.

At the same time, three counterpart poverty alleviation signing ceremonies were held - Alibaba Poverty Alleviation Fund signed an ecological poverty alleviation pilot strategic cooperation agreement with Pingwu County, Sichuan Province, Zhongli Group signed an "impoverished village photovoltaic farm" agreement with Naidong District, Shannan City, Tibet, and Xiangyi Bencao signed an agreement with Luocun Village, Sangri County, Shannan City, Tibet on "Rhodiola planting public welfare project".

In the keynote speech of "Charity and Poverty Alleviation" on the morning of the 20th, Xu Haoliang, Assistant Secretary General of the United Nations, Assistant Administrator of UNDP and Director of the Asia Pacific Bureau, said that China's experience in charity development is amazing.

Countless rivers are converging into the tide of the new era, and countless figures are fighting on the front line of poverty alleviation - just for our common cause!
