On November 17, President Xi Jinping delivered a keynote speech entitled "Working together to create a better future" at the APEC Business Leaders Summit. Under the current situation of surging world economy and prominent risks and challenges, he took the pulse of the "era of disruptive change" and clearly pointed out that "it is of special significance for us to plan development cooperation together on the same ship.

Xi Jinping first clarified four major trends of the current era: first, the tide of economic globalization is rolling forward, but protectionism and unilateralism have cast a shadow on world economic growth; Second, the new scientific and technological revolution and industrial transformation are poised, but the transformation of new and old growth drivers has not yet been completed; Third, the international pattern has undergone profound changes, but the development imbalance has not fundamentally changed; Fourth, the global governance system has accelerated reform, but governance lag is still a prominent challenge. It can be seen that today's world is in a period of great development, change and adjustment, which has never happened in a century. Human beings are once again at a crossroads.

What should we do in the face of change? In his speech, Xi Jinping put forward five major propositions of China around five key words: openness, development, inclusiveness, innovation and rules. These "China propositions" are highly targeted and have a clear attitude. For example, artificially setting barriers to cut off the close economic ties between countries is short-sighted and will not succeed. All countries have equal rights to development, and no one has the right or can stop people in developing countries from pursuing a better life. One prescription cannot cure all diseases, and one model cannot solve the problems of all countries. We should have less arrogance and prejudice, and more respect and tolerance. Scientific and technological innovation achievements should not be blocked and should not be used as a tool to make profits for only a few people. The rules should be jointly formulated by the international community, rather than those who have thick arms and strong strength, let alone pragmatism, double standards, and the principle of "use when combined" and "discard when not compatible".

These "China propositions" constitute the basic elements of China's vision for APEC's future development. Xi Jinping pointed out that we should focus on the cooperation vision after 2020, adhere to promoting the construction of the Asia Pacific Free Trade Area, take a clear stand against protectionism and unilateralism, maintain the multilateral trading system with the World Trade Organization at its core, guide economic globalization towards a more open, inclusive, inclusive, balanced and win-win direction, and expand common interests in opening up, Realize opportunity sharing in cooperation. These propositions adhere to the general direction of building an open Asia Pacific economy, demonstrate the ambition and foresight of promoting APEC cooperation, and embody the spirit of partnership and the sense of a community of shared future.

The "China proposition" is consistent in words and deeds. The "vision" put forward by China is supported by facts and actions. What we hope others can do, first of all, we can do better in the future. For example, we will vigorously promote the Belt and Road Initiative, significantly relax market access, strengthen intellectual property protection, actively expand imports, and hold international import fairs. China's actions have proved its determination to support trade liberalization, actively open its market to the world and actively participate in global economic governance.

In his speech, Xi Jinping also shared the major achievements of China's reform and opening up over the past 40 years, including bold exploration, hard work, open mind, embrace the world, focus on development, benefit the people, establish oneself and reach people, and seek common development. These achievements are also a summary of significant experience, which has implications for the development of the world and countries in the Asia Pacific region. As Xi Jinping said, looking back on the 40 years of reform and opening up, the Chinese people are more firmly aware that only reform and opening up can develop China. Facing the future, China will, with a more responsible spirit, a more open and inclusive mind, and higher quality growth, make greater contributions to the common prosperity of all countries in the world while achieving its own development.
