This year is the sixth consecutive year for the national tax system to carry out the "spring breeze action for tax convenience". In the first year of the new tax after the consolidation of the national tax and local tax, this year's "spring breeze action for the convenience of the people" introduced 52 measures for the convenience of the people in four categories, including tax reduction, tax increase and efficiency, improvement of "online" and "offline" service channels, and promotion of coordinated tax governance.

  22 specific measures to reduce taxes and fees

Compared with previous years, this year's tax and fee reductions are highlighted, with 22 specific measures to fully promote the implementation of policies.

——We will effectively implement tax and fee reduction measures. The tax authorities will work hard on inclusive tax cuts for small and micro enterprises, tax incentives for start-ups of science and technology, income tax reduction and exemption for overseas investment enterprises, and social and public participation in personal income tax reform. The tax economic analysis work will be included in the spring breeze action for tax convenience for the first time.

——More than 25% of the materials submitted by taxpayers will be simplified. Streamlining the submission of materials is an important service measure to implement the tax and fee reduction policy. At the end of 2018, the State Administration of Taxation cleared up 20 tax certification matters. On this basis, the tax authorities will cancel another batch of tax certification matters before the end of March 2019, so as to simplify the information submitted by taxpayers to the tax authorities by more than 25% before the end of 2019.

——Take multiple measures to optimize invoice handling. Small scale taxpayers in the pilot industry will no longer be restricted by the monthly sales standard of 100000 yuan and quarterly sales of 300000 yuan when issuing special VAT invoices, and from March 1, 2019, all general taxpayers can choose to confirm VAT invoices through the online platform, without being restricted by the tax credit level. Add the function of electronic invoice issuance of tax control invoicing software, carry out the pilot of online issuance of electronic ordinary VAT invoices, and expand the scope of taxpayers who cancel the certification of VAT invoices to all general taxpayers.

——Establish a quick response mechanism for taxpayers' demands. In the first half of 2019, the State Administration of Taxation will carry out a nationwide survey of taxpayers' needs, expand communication channels for collection and payment, and enhance mutual understanding and trust in collection and payment.

More than 70% of tax related matters "run once at most"

In terms of speed increase and efficiency increase, the tax department proposed 21 measures, mainly through optimizing the process to speed up, tax declaration and payment, and system integration to speed up, to make matters simpler and easier to handle taxes.

——More than 70% of tax related matters should be "run once at most". The tax department will complete more than 70% of tax related matters at one time by the end of 2019. Taxpayers can complete the whole process online or only need to go to the tax authority once at most. We will continue to implement the "commitment system" for taxpayers to deal with deficiencies and the "reminder and correction system" for tax returns, upgrade tax enterprise communication methods, strengthen policy services for complex tax related matters of large enterprises, select some large enterprise groups, sign tax compliance cooperation agreements and strengthen tracking services, meet the personalized service needs of large enterprises, and help large enterprises continue to develop.

——Tax declaration, tax payment and export tax rebate services were upgraded comprehensively. In terms of tax payment, natural persons are encouraged to pay individual income tax, social insurance premium and related non tax income with a unified identity and code, provide multi-channel tax payment services, and pay taxes through third-party non bank payment institutions to facilitate tax payment.

At the same time, the average time for reviewing and handling normal export tax rebate will be reduced to 10 working days, realizing online processing of declaration, certification processing and other businesses, and promoting online processing of the whole process of tax rebate application, tax rebate review and warehouse rebate business.

——Easy taxation through "online" and "offline" multi-channel. Optimize the functions of personal income tax software, prompt withholding agents or taxpayers to correct, reduce reporting errors, and provide comprehensive and multi-dimensional services for taxpayers by expanding a variety of "online" tax channels such as PC terminal, mobile terminal and self-service terminal. Further improve the "offline" service channels, and continue to promote the "one door office". By the end of 2019, with the support of the local government, except for matters with special requirements for the site, tax matters have basically achieved the goal of "must go ahead" in the comprehensive entity government affairs hall.

Cooperate and co govern to create a high-quality tax business environment

In 2019, continuous optimization of the tax business environment will remain the focus of tax work, and the nine measures specifically launched will further reduce the time and frequency of tax handling with the help of social forces.

——Improve the tax credit content to serve the development of small and micro enterprises. Since the "Bank Tax Interaction" activity was launched in 2015, local tax, banking supervision departments and banking financial institutions have worked together to transform the credit assets of enterprises into tangible assets. In 2019, the tax department will further deepen the "online" bank tax interaction cooperation mechanism, realize the application, approval and loan granting of loans are completed "online", and effectively solve the problem of difficult and expensive financing for small and micro enterprises.

——Promote information sharing among multiple departments to improve collection and management efficiency. In 2019, the tax department will continue to strengthen the cooperation with the real estate management department, integrate the real estate transaction, tax and certificate business processes, and promote the improvement of cross departmental business joint handling. At the same time, expand the pilot scope of vehicle purchase tax electronic tax payment information for vehicle registration business, establish the national tax direct collection database of vehicle and vessel tax and share the data with the insurance department, so as to realize the interconnection and sharing of the data of tax clearance results with the market supervision department.

——Strengthen the supervision of professional institutions and improve the level of tax related services. This year, the tax authorities will strictly implement the real name system of tax related professional services, implement credit evaluation and credit score management, strengthen the information announcement of tax related professional services, intensify the fight against "black intermediaries", and build a social environment conducive to tax co governance.
