Dear delegates

Now, on behalf of the State Council, I would like to report to the General Assembly on the work of the government for your deliberation, and invite the members of the National Committee of the Chinese People's Political Consultative Conference to put forward their views.

1、 Work review in 2023

The past year has been the first year to fully implement the spirit of the 20th CPC National Congress and the first year for the current government to perform its duties in accordance with the law. In the face of an unusually complex international environment and arduous tasks of reform, development and stability, the Central Committee of the Party with Comrade Xi Jinping at the core united and led the people of all ethnic groups across the country, withstood external pressure, overcome internal difficulties, and made arduous efforts to achieve a smooth transition in the prevention and control of the COVID-19 epidemic and achieve a major and decisive victory, and the main goals and tasks of economic and social development throughout the year were successfully completed, We have made solid progress in high-quality development, maintained stability in the overall social situation, and made solid strides in building a modern socialist country in an all-round way.

——The economy rebounded on the whole. The gross domestic product (GDP) exceeded 126 trillion yuan, an increase of 5.2%, ranking first among the world's major economies. 12.44 million new jobs were created in cities and towns, and the average urban unemployment rate was 5.2%. Consumer prices rose 0.2%. The balance of international payments is basically in balance.

——Important progress has been made in building a modern industrial system. The transformation and upgrading of traditional industries have been accelerated, strategic emerging industries have flourished, future industries have been arranged in an orderly manner, advanced manufacturing and modern service industries have been deeply integrated, and a number of major industrial innovation achievements have reached the international advanced level. The domestic large aircraft C919 has been put into commercial operation, and the domestic large cruise ship has been successfully built. The production and sales of new energy vehicles account for more than 60% of the world's total.

——Achieve new breakthroughs in scientific and technological innovation. The construction of the national laboratory system was vigorously promoted. Significant achievements have been made in tackling key core technologies. Significant progress has been made in the development of high-end equipment such as aeroengines, gas turbines, and the fourth generation nuclear power units. Innovative achievements in cutting-edge fields such as artificial intelligence and quantum technology are emerging. The turnover of technology contracts increased by 28.6%. Innovation driven development capacity continued to improve.

——Reform and opening up are advancing in depth. A new round of institutional reform has been basically completed at the central level, and orderly carried out at the local level. We will strengthen the construction of a unified national market. The reform of state-owned enterprises was deepened and improved, and policies were introduced to promote the development and growth of the private economy. The construction layout of the pilot free trade zone was further improved. The share of exports in the international market has remained stable, the structure of actually used foreign capital has been optimized, and the international influence and appeal of jointly building the "Belt and Road" have become more evident.

——The foundation for safe development was consolidated. The grain output reached 1.39 trillion jin, a record high. The supply of energy and resources is stable. The independent and controllable ability of the supply chain of important industrial chains has been improved. Risks in key economic and financial fields were steadily resolved. The construction of modern infrastructure has been continuously strengthened.

——The quality of ecological environment improved steadily. The battle of pollution prevention and control was carried out in depth, the discharge of major pollutants continued to decline, and the quality of surface water and coastal waters continued to improve. The "three north" project was launched in an all-round way. The installed capacity of renewable energy power generation has historically exceeded that of thermal power generation, and the annual new installed capacity has exceeded half of the global total.

——The people's livelihood guarantee is strong and effective. The per capita disposable income of residents increased by 6.1%, and the income gap between urban and rural residents continued to narrow. The achievements of poverty alleviation were consolidated and expanded, and the income of rural residents in poverty alleviation areas increased by 8.4%. We will increase financial subsidies for compulsory education, basic old-age care and basic medical care, and expand the scope of assistance and security targets. More than 66 million taxpayers benefited from the improvement of the special additional deduction standard for individual income tax of "one old and one small". We will strengthen the renovation of old urban communities and the supply of affordable housing to benefit tens of millions of families.

Looking back over the past year, multiple difficulties and challenges intertwined, and China's economy developed in waves and twists and turns. The achievements were hard won. Internationally, the recovery of the world economy is weak, geopolitical conflicts are intensifying, protectionism and unilateralism are rising, and the adverse impact of the external environment on China's development continues to increase. Domestically, after three years of the impact of the COVID-19 epidemic, economic recovery and development itself has many problems. The long-term accumulation of deep-seated contradictions has accelerated, and many new situations and problems have followed. The decline in external demand and the lack of domestic demand meet, and cyclical and structural problems coexist. The risks and hidden dangers of real estate, local debt, small and medium-sized financial institutions in some places are prominent, and some areas suffer from serious natural disasters such as floods, typhoons, earthquakes, etc. Under such circumstances, the dilemma faced by policy choices and work promotion has increased significantly. Through the joint efforts of the whole country, we not only achieved the expected development goals for the whole year, but also made positive changes in many aspects. In particular, we have deepened our understanding of the regularity of doing economic work well in the new era and accumulated valuable experience in overcoming major difficulties. Practice has fully demonstrated that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Chinese people have the courage, wisdom and ability to overcome any difficulties and obstacles, and China's development will surely endure long winds and waves, with a promising future!

Over the past year, we have thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee of the Communist Party of China. In accordance with the decision and deployment of the Central Committee of the Communist Party of China, we have mainly done the following work.

First, we will step up macro-control and promote a sustained improvement in economic performance. In view of the severe challenges and the characteristics of economic recovery after the epidemic, we planned to stabilize growth and increase the stamina, highlighted the strengthening of the economy, paid attention to the precise implementation of policies, grasped the timing, degree and efficiency of macro-control, strengthened counter cyclical regulation, avoided "flooding" and short-term strong stimulus, and made more efforts to promote high-quality development. The economic operation throughout the year showed a trend of low, medium, high and stable. Focusing on expanding domestic demand, optimizing the structure, boosting confidence, preventing and resolving risks, we continued to optimize a number of phased policies, launched a number of new policies in a timely manner, and played a powerful and effective policy combination. Fiscal policies have been strengthened to improve efficiency, and support for expenditure in key areas has been strengthened. More than 2.2 trillion yuan of tax incentives were added throughout the year, and 1 trillion yuan of national debt was issued to support post disaster recovery and reconstruction, and improve disaster prevention, mitigation and relief capabilities. The monetary policy was precise and effective, the deposit reserve ratio was lowered twice, and the policy interest rate was lowered twice. Loans for scientific and technological innovation, advanced manufacturing, inclusive microenterprises, and green development increased significantly. Policies were introduced to support the consumption of automobiles, household appliances, electronic products, tourism and other products, with a steady recovery of bulk consumption and a faster recovery of life service consumption. We gave full play to the government's role in leveraging investment and formulated policies to promote private investment. Investment in energy, water conservancy and other infrastructure and manufacturing industries grew rapidly. Optimize real estate regulation based on urban policies, promote the reduction of housing loan costs, and actively promote the work of ensuring delivery of buildings. We formulated and implemented a package of solutions to local debt, classified financial risks, and kept the bottom line of no systemic risks.

Second, relying on innovation to lead industrial upgrading and enhance new driving forces for urban and rural regional development. We will strengthen national strategic scientific and technological forces and accelerate the implementation of major scientific and technological projects. We will comprehensively deploy and promote new industrialization. We introduced measures to stabilize the operation of the industrial economy and support advanced manufacturing industries, increased the proportion of R&D expenses plus deductions for enterprises in key industries, promoted high-quality development of key industrial chains, and turned profits of industrial enterprises from lower to higher. The digital economy has accelerated its development, and the penetration rate of 5G users has exceeded 50%. We will deepen the implementation of the new urbanization strategy, further relax the conditions for urban settlement, enhance the comprehensive carrying capacity of the county seat, and increase the urbanization rate of the permanent population to 66.2%. We will strengthen support policies for agricultural development, vigorously fight disasters and reap bumper harvests, implement a new round of action to increase grain production capacity by 100 billion kg, and make solid progress in rural revitalization. We improved the system and mechanism for coordinated regional development, launched a number of new initiatives in implementing major regional strategies, and implemented a number of major projects. The coordination and balance of regional development has been constantly enhanced.

Third, deepening reform and opening up, and continuously improving the business environment. We introduced the overall work plan for building a unified national market, and sorted out a number of policies and regulations that hinder fair competition. We will launch policies to support the development of state-owned enterprises, private enterprises, and foreign-funded enterprises, establish a regular communication and exchange mechanism between government and enterprises, carry out special actions to clear up outstanding enterprise accounts, and strengthen the rectification of illegal charges. We will deepen reforms in finance, taxation, finance, agriculture, rural areas, and ecological and environmental protection. We will promote foreign trade to stabilize its scale and optimize its structure, and the export of electric vehicles, lithium batteries, and photovoltaic products will grow by nearly 30%. We will improve policies to attract foreign investment and expand institutional openness. The high-quality development of the Belt and Road Initiative was solidly promoted, and trade and investment with the countries jointly built grew rapidly.

Fourth, strengthen ecological environment protection and governance, and accelerate the green transformation of development mode. Deeply promote the construction of a beautiful China. Keep fighting for the blue sky, clear water and pure land. We will accelerate the implementation of major projects to protect and restore important ecosystems. We will ensure comprehensive prevention and control of soil erosion and desertification. Strengthen ecological and environmental protection supervision. Formulate policies to support the development of green and low-carbon industries. Promote ultra-low emission transformation of key industries. Start the construction of the first batch of pilot cities and parks for carbon peak. Actively participate in and promote global climate governance.

Fifth, focus on ensuring people's wellbeing and promoting the development of social undertakings. Focus on the concerns of the masses and do a good job of people's livelihood. We attached great importance to stabilizing employment, introduced policies to support enterprises to stabilize and expand their jobs, and strengthened employment promotion services for key groups such as college graduates. The number of people working out of poverty exceeded 33 million. Strengthen the construction of weak links in compulsory education, do a good job in "double reduction", and raise the standard and cut the interest rate of national student loans to benefit more than 11 million students. Implement the "Class B and Class B" measures for COVID-19 infection, and do a solid job in the prevention and treatment of influenza, mycoplasma pneumonia and other infectious diseases. Implement the general outpatient plan of employee medical insurance. Strengthen the construction of community comprehensive service facilities and vigorously develop catering services for the elderly. Improve the standard of preferential treatment. We will strengthen support for people in need. We effectively responded to the catastrophic floods in Haihe River and other basins, did a good job in emergency rescue and relief such as the Gansu Jishishan earthquake, and strengthened post disaster recovery and reconstruction. We will promote cultural heritage and development, and fully restore the tourism market. Mass sports are booming. The Chengdu Universiade, the Hangzhou Asian Games and the Asian Paralympic Games were successfully held, and Chinese athletes have made great achievements.

Sixth, comprehensively strengthen government construction and vigorously improve governance efficiency. We will firmly uphold the authority and centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping at its core, and be a good executor, activist, and doer of the decisions and arrangements of the Party Central Committee. We will carry out in-depth education on the theme of Xi Jinping's socialism with Chinese characteristics for a new era. We will give top priority to political development and comprehensively improve the government's ability to perform its duties. We will deepen efforts to build a government governed by the rule of law. The Standing Committee of the National People's Congress was invited to review 10 legal bills, formulate and revise 25 administrative regulations, and implement the three-year action to improve the quality of administrative law enforcement. Consciously accept supervision according to law. Conscientiously handle the proposals of NPC deputies and CPPCC members. Pay attention to investigation and research, and strive to make policies and work in line with reality and close to the masses. Optimize the supervision mechanism. We will strengthen the building of a clean and honest government and the fight against corruption. Strictly implement the spirit of the eight central regulations, continue to rectify the "four styles", and vigorously promote the inspection and rectification work of financial units and state-owned enterprises. Innovate and improve urban and rural grassroots governance. Do a good job of letters and visits. Pay close attention to safety production and emergency management, and carry out special investigation and rectification of major potential accidents. We will promote the improvement of the national security system. We strengthened comprehensive governance of social security, effectively cracked down on illegal and criminal activities such as telecommunications and network fraud, and made new progress in building a safe China.

Over the past year, major country diplomacy with Chinese characteristics has been comprehensively promoted. President Xi Jinping and other party and state leaders have visited many countries and attended major multilateral and bilateral events such as the BRICS Leaders' Meeting, the APEC Informal Leaders' Meeting, and the East Asia Cooperation Leaders' Meetings. China Central Asia Summit, the Third Belt and Road Forum for International Cooperation and other major diplomatic events at home were successfully held. We will promote the building of a community with a shared future for mankind, implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, deepen and expand global partnerships, and play an active and constructive role in solving international and regional hotspot issues. China has made important contributions to promoting world peace and development.

The achievements of the past year are rooted in the leadership of General Secretary Xi Jinping, the scientific guidance of Xi Jinping's thought on socialism with Chinese characteristics for a new era, the result of the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, and the result of the united struggle of the whole Party, the whole army, and the people of all ethnic groups. While affirming our achievements, we are also aware of the difficulties and challenges we face. The growth momentum of the world economy is insufficient, regional hot issues occur frequently, and the complexity, severity, and uncertainty of the external environment are rising. The foundation for China's sustained economic recovery is not yet stable, effective demand is insufficient, overcapacity in some industries, social expectations are weak, and there are still many risks and hidden dangers. There are blocking points in the domestic big cycle and interference in the international cycle. Some small and medium-sized enterprises and self-employed businesses have difficulties in business. Total employment pressure and structural contradictions coexist, and there are still many weaknesses in public services. Some local grass-roots units are relatively short of financial resources. The ability of scientific and technological innovation is not strong. There are still many tough bones to chew on in the reform of key areas. There is a long way to go in protecting and harnessing the ecological environment. The weak link of safety production cannot be ignored. The work of the government is insufficient, formalism and bureaucracy are still prominent, and some reform and development measures are not fully implemented. Some cadres lack the spirit of undertaking practical work, passively avoid responsibility and make superficial remarks. Corruption still occurs frequently in some areas. We must face the problems and challenges directly, do our best to do a good job, and never fail to live up to the expectations and great trust of the people!

2、 General requirements and policy orientation of economic and social development in 2024

This year marks the 75th anniversary of the founding of the People's Republic of China, and is a key year to achieve the goals and tasks of the 14th Five Year Plan. To do a good job in the government's work, we should, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, take Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guide, comprehensively implement the spirit of the 20th National Congress of the Party and the Second Plenary Session of the 20th Central Committee, stick to the general tone of seeking progress while maintaining stability in accordance with the deployment of the Central Economic Work Conference, and completely, accurately and comprehensively implement the new development concept, Accelerate the construction of a new development pattern, focus on promoting high-quality development, comprehensively deepen reform and opening up, promote self-reliance and self-reliance in high-level science and technology, increase macro-control efforts, coordinate the expansion of domestic demand and deepen supply side structural reform, coordinate new urbanization and overall rural revitalization, coordinate high-quality development and high-level security, effectively enhance economic vitality, prevent and resolve risks We will improve social expectations, consolidate and enhance the recovery trend of the economy, continue to promote the quality and effective improvement of the economy and reasonable growth in quantity, improve people's well-being, maintain social stability, and comprehensively promote the great cause of building a strong country and national rejuvenation with Chinese style modernization.

Based on comprehensive analysis, the environment for China's development this year is still the coexistence of strategic opportunities and risk challenges, with favorable conditions stronger than unfavorable factors. China has significant institutional advantages, the demand advantage of a super large market, the supply advantage of a complete industrial system, and the talent advantage of a large number of high-quality workers. Its scientific and technological innovation ability is continuously improving, new industries, new models, and new drivers are accelerating, and the endogenous power of development is accumulating. The basic trend of economic recovery and long-term improvement has not changed or will not change, Confidence and confidence must be strengthened. At the same time, we should adhere to the bottom line thinking and be fully prepared to deal with various risks and challenges. As long as we implement the decisions and arrangements of the CPC Central Committee, seize the favorable opportunities, make good use of the favorable conditions, and fully mobilize the enthusiasm of all aspects of the work to start businesses, we will be able to overcome difficult challenges and promote the economy to continue to improve and stabilize.

The main development targets for this year are: GDP growth of about 5%; More than 12 million new urban jobs were created, and the urban unemployment rate was about 5.5%; Consumer prices rose by about 3%; The growth of residents' income is synchronized with the economic growth; Maintain a basic balance of international payments; The grain output is more than 1.3 trillion jin; Energy consumption per unit of GDP was reduced by about 2.5%, and the quality of the ecological environment continued to improve.

The above expected objectives are put forward, taking into account the domestic and international situations and various factors, as well as the needs and possibilities. The expected economic growth target is about 5%, which takes into account the need to promote employment and income growth, prevent and resolve risks, and is consistent with the goals of the 14th Five Year Plan and the basic realization of modernization. It also takes into account the potential and supporting conditions of economic growth, reflecting the requirements of being proactive and enterprising. It is not easy to achieve the expected goals this year, which requires policy focus, redoubled efforts and concerted efforts of all parties.

We must persist in seeking progress while maintaining stability, promoting stability through progress, and standing first before breaking. Stability is the overall situation and foundation. All regions and departments should adopt more policies that are conducive to stabilizing expectations, stabilizing growth and stabilizing employment, prudently introduce contractive restraining measures, and clean up and abolish policies and regulations that are contrary to high-quality development. Progress is the direction and motivation. What should be established should be actively established. What should be broken should be firmly broken on the basis of establishment, especially in changing the mode, adjusting the structure, improving the quality and increasing the benefits. We will strengthen counter cyclical and cross cyclical adjustment of macro policies, continue to implement proactive fiscal policies and prudent monetary policies, and strengthen innovation and coordination of policy tools.

The proactive fiscal policy should be moderately strengthened and improved in quality and efficiency. We should comprehensively consider development needs and fiscal sustainability, make good use of fiscal policy space, and optimize the combination of policy tools. The deficit ratio is planned to be 3%, with a deficit of 4.06 trillion yuan, 180 billion yuan more than the budget at the beginning of last year. It is expected that fiscal revenue will continue to grow this year. With the transfer of funds, the general public budget expenditure will be 28.5 trillion yuan, 1.1 trillion yuan more than the previous year. It is planned to arrange 3.9 trillion yuan of special bonds for local governments, an increase of 100 billion yuan over the previous year. In order to systematically solve the funding problem of some major projects in the process of building a strong country and national rejuvenation, it is planned to issue ultra long term special treasury bonds for several consecutive years starting this year, which will be specifically used for the implementation of major national strategies and security capacity building in key areas. This year, 1 trillion yuan will be issued first. At present, there is a need to increase financial input in many areas. We need to vigorously optimize the expenditure structure, strengthen financial support for major national strategic tasks and basic people's livelihood, and strictly control general expenditure. The central government will increase the balanced transfer payment to local governments, and appropriately tilt to difficult areas. Provincial governments should promote financial sinking, and secure the bottom line of "three guarantees" at the grass-roots level. We will implement structural tax and fee reduction policies, and focus on supporting scientific and technological innovation and manufacturing development. Strictly enforce financial discipline, strengthen financial and accounting supervision, strictly prohibit face saving projects and image projects, and resolutely stop extravagance and waste. Governments at all levels should get used to living a tight life, be really careful and use financial funds effectively.

The prudent monetary policy should be flexible, appropriate, accurate and effective. The liquidity should be reasonable and sufficient, and the scale of social financing and money supply should match the expected goals of economic growth and price level. We will strengthen the dual regulation of total volume and structure, revitalize stocks, improve efficiency, and increase support for major strategies, key areas, and weak links. The cost of comprehensive social financing will be steadily reduced. The monetary policy transmission mechanism should be unblocked to avoid idle capital deposition. Enhance the internal stability of the capital market. We will keep the RMB exchange rate basically stable at a reasonable and balanced level. We will vigorously develop science and technology finance, green finance, inclusive finance, pension finance, and digital finance. Optimize financing credit enhancement, risk sharing, information sharing and other supporting measures to better meet the financing needs of SMEs.

We should enhance the consistency of macro policy orientation. Focusing on the overall situation of development, we will strengthen the coordination and cooperation of fiscal, monetary, employment, industrial, regional, science and technology, environmental protection and other policies, incorporate non economic policies into the consistency assessment of macro policy orientation, strengthen policy coordination, and ensure that we can work together. All regions and departments should carefully listen to and absorb opinions from all aspects when formulating policies, and enterprise related policies should focus on communicating with the market and responding to enterprise concerns. In implementing the policy, we should strengthen coordination and linkage, amplify the combination effect, and prevent mutual constraints. The research reserve policy should be more forward-looking, enrich the toolbox, and leave redundancy to ensure that it can be launched in time and play an effective role when needed. Strengthen the tracking and evaluation of policy implementation, and take the satisfaction of enterprises and the masses as an important yardstick to adjust and improve in a timely manner. Accurately conduct policy publicity and interpretation, and create a stable, transparent and predictable policy environment.

To accomplish this year's development goals and tasks, we must thoroughly implement Xi Jinping's economic thinking and concentrate on promoting high-quality development. Strengthen the concept of system, grasp and handle major relationships, and plan and promote all work from the overall perspective. Adhere to the principle of quality first and benefit first, continue to consolidate the foundation and improve the effectiveness of macro-control, focus on finding the right starting point and policy driving point from the expectations of enterprises and the masses, and strive to achieve the annual growth target. Adhere to the benign interaction between high-quality development and high-level safety, and on the premise of sticking to the safety bottom line, think more ways for development and help enterprises. Adhere to ensuring and improving people's livelihood in the process of development, pay attention to the development thinking to solve the problem of people's livelihood weakness, and cultivate new economic growth points in solving the people's urgent needs and anxieties. Fundamentally, promoting high-quality development depends on reform. We should deepen reform and opening up with greater determination and strength, promote a better combination of an effective market and a promising government, continue to stimulate and enhance social vitality, and promote high-quality development to achieve new and greater results.

3、 Government tasks in 2024

The CPC Central Committee has made a comprehensive plan for this year's work. We should thoroughly implement it, firmly grasp the main contradictions, focus on breaking through the bottleneck constraints, and do a solid job in all work.

（1） We will vigorously promote the construction of a modern industrial system and accelerate the development of new quality productive forces. Give full play to the leading role of innovation, promote industrial innovation with scientific and technological innovation, accelerate new industrialization, improve total factor productivity, constantly shape new drivers of development and new advantages, and promote new leaps in social productivity.

Promote the optimization and upgrading of the industrial chain supply chain. Keep the industrial economy running smoothly. We will implement high-quality development actions for key industrial chains in the manufacturing industry, focus on complementing weak links, lengthening long links, and forging new ones, and enhance the resilience and competitiveness of the supply chain of the industrial chain. Implement the technological transformation and upgrading project of manufacturing industry, cultivate and expand advanced manufacturing clusters, create a national new industrialization demonstration zone, and promote the high-end, intelligent, and green transformation of traditional industries. We will accelerate the development of modern producer services. Promote the development of small and medium-sized enterprises. Carry forward the spirit of craftsmanship. Strengthen standard guidance and quality support, and create more "Made in China" brands with international influence.

Actively cultivate emerging industries and future industries. Implement industrial innovation projects, improve industrial ecology, expand application scenarios, and promote the development of strategic emerging industrial integration clusters. Consolidate and expand the leading advantages in industries such as intelligent connected new energy vehicles, accelerate the development of cutting-edge emerging hydrogen energy, new materials, innovative drugs and other industries, and actively create new growth engines such as bio manufacturing, commercial aerospace, and low altitude economy. Formulate future industrial development plans, open up new tracks such as quantum technology and life science, and create a number of future industrial pilot areas. Encourage the development of venture capital and equity investment, and optimize the functions of industrial investment funds. We will strengthen overall planning and investment guidance in key industries to prevent overcapacity and low-level redundant construction.

We will further promote the innovative development of the digital economy.
