1、 Make efforts to deepen the mechanism and grasp the work more effectively

In view of the problem that the working mechanism of party building in preschool education is not systematic and sound, we should focus on the establishment of rules and regulations, and form a pragmatic, functional and closed-loop management system of party building in preschool education. First, improve the working system. Continuously deepen the "one, two, three, four, five, six, seven" and "red collar and scarf" party building work system (one slogan, two goals, three channels, four models, five types of relationships, six functions, seven requirements), always adhere to one system covering the overall situation, and dynamically adjust the grid of preschool education party building joint group. The second is to establish evaluation criteria. Since October 2022, representatives of citizen run kindergartens have been convened four times to participate in the demonstration of the evaluation criteria for the joint construction of the party building work. Focusing on five aspects of the orientation of the kindergarten, moral enlightenment, team building, environmental creation, and guidance and radiation, the specific evaluation criteria for 16 key indicators covering 34 key work points have been formulated Party building and joint construction of regional school evaluation system (trial) was officially implemented; "Exploration of Special Evaluation on Party Building of Schools in Kecheng District" was selected as the provincial pilot project of educational evaluation reform in the new era. The third is to develop a task list. 2、 Make efforts to internalize the brand and have a more solid organizational foundation

Strengthen organizational management and team building, focus on the "one park, one product" party building brand, strengthen the carrier of party building activities, and continue to enhance the connotation of the "red collar and scarf" brand of preschool education. First, we will strengthen grass-roots Party organizations. Steadily promote the construction of grass-roots party organizations in kindergartens, strengthen the construction of secretaries, optimize the allocation of party building instructors, actively explore the management responsibility system of party branches in kindergartens led by the joint construction of party building, and take full responsibility for the development of party members in private kindergartens. Over the past two years, more than 50 private kindergarten teachers have submitted applications for party membership, and 8 people have been recruited as party activists. The second is to promote sub brand groups. Under the leadership of the "Red Collar · Scarf" party building brand, we have effectively promoted the construction of the "One Park, One Product" party building brand in preschool education, and a number of high-quality party building brands have emerged, such as the experimental kindergarten "Li Pin Li Xing Xing", Xinhua kindergarten "Xiang Yang Hua Kai", Galaxy kindergarten "A Red Star Shines across the Galaxy", and Hope kindergarten "Red Candle Pioneer", Experimental kindergartens were among the first batch of provincial primary and secondary school model party organizations. The third is to promote characteristic work. Establish a regular horse racing mechanism, hold a "lead wild goose to strengthen the foundation, show the sword competition" held by the party organization secretary of the kindergarten and a party building brand horse racing competition "to promote learning and strengthen the school", and carry out the work report and review of the party building instructors. Deeply promote "Six Red Actions" such as "Red Wish, Red Classroom, Red Lecture, Red Angel, Red Footprint", etc. Since 2022, more than 300 activities have been carried out, and nearly 2000 teachers have participated.

3、 Work hard on achievements transformation and better development environment

In view of the limited internal resources and uneven assistance level of the joint construction team, we will integrate external resources and tap internal potential to promote the overall improvement of preschool education. The first is to gather the joint efforts of departments. Continue to deepen the system of honorary principals, implement the honorary principals as the first secretary of the kindergarten, and help the kindergarten solve difficult problems and do practical things. Since 2020, there have been two batches of 26 "top leaders" of the party and government departments serving as honorary principals, 20 of whom served as the first secretary. They have carried out more than 40 party building activities, solved difficult problems, handled 21 practical matters, and helped 23 children with difficulties. The second is to share high-quality resources. The Teaching Research Office of Kecheng District organized 161 teachers from private kindergartens to participate in professional discipline training, with a total of 3864 class hours completed; Seven pre-school education curriculum reform teaching and research alliances were established in Kecheng District, more than 40 teaching and research backbones were recruited, 99 regular special pre-school care and education tours were organized, and the quality of care and education in private kindergartens was steadily improved. All leading public kindergartens organize business backbones to develop a list of one-day activities suitable for small-scale private kindergartens in the joint construction group, and carry out in-depth teaching and assistance, with a total of more than 400 kinds of assistance completed. Third, optimize the funding guarantee. The party building work will be included in the regular assessment of preschool education, special awards and subsidies will be paid according to the assessment results, and special funds will be disbursed to provide financial support for children from special families in private kindergartens, teacher training, books and teaching toys. Since 2022, more than 7 million yuan of provincial and municipal awards have been awarded.
