Leaders at all levels undertaking the command task of disaster prevention and mitigation often face the working environment of trans regional and large flow, and they have high requirements for fast and accurate access to large capacity meteorological information and disaster information; At the same time, business personnel engaged in disaster prevention and mitigation also need to obtain and submit meteorological and disaster information at any time, and get instructions on disaster prevention and mitigation; The general public also needs more detailed meteorological disaster warning information and prevention guidance information in time. At present, the conventional meteorological information service means and service approaches cannot meet these requirements.
The Mobile Phone Weather Comprehensive Disaster Reduction Service System developed by Jiangxi Meteorological Science and Technology Service Center based on mobile phone mobile communication technology provides an effective new way for anyone to get high-capacity meteorological information, meteorological disaster information and its defense guidance information at any time anywhere (mobile signal coverage area). It has been successfully applied to the provincial flood control command center, shadow operation command at all levels, air force flight meteorological support and other departments. Under the direction of the provincial government leaders, relevant party and government leaders at provincial, municipal and county levels have also begun to apply the system in flood control and drought relief work. The application of the system in Jiangxi Province has achieved good economic and social benefits, and has been highly praised by conference experts. The system has reached the leading level in the domestic similar systems as a whole. Since 2004, the project has been researched and developed. Based on the principle of research, application and promotion, by July 2010, there were more than 150 authorized users in the province. The whole system has been popularized and applied to the meteorological departments of 20 provinces and cities in China, including Hubei, Ningbo, Zhejiang, Jilin, Heilongjiang, Guiyang, Fujian, Hebei, Qinghai, Shaanxi, Gansu, etc. The function and performance of the system have been praised by everyone.

Server side and database control system: WIN2000/2003 is used as the server system, and MS SQLSERVER is used as the database system. The operation of the mobile phone program is controlled by the server, and the weather service product menu is controlled by the server program and database, making the function of the mobile phone program easy to expand.
Mobile phone meteorological product processing software system: In order to process the existing meteorological data into a style suitable for mobile phone browsing, a relatively independent mobile phone meteorological service product processing software is designed and developed. This software integrates data collection, processing and distribution, and can automatically process various text and image meteorological information products, with powerful functions, In particular, the contour color spot map processing of the live data of automatic stations has been recognized by many experts in the domestic meteorological department. The software provides operable database control and has good openness. It can be used as the processing program of mobile phone meteorological service products, or as the processing program of professional meteorological network service products.
