It is reported that China's civil aviation has become the world's second largest air transport system, and is in the critical period of moving from a large civil aviation country to a strong civil aviation country. With the people's increasing demand for a beautiful ecological environment, it is imperative to further promote the green development of civil aviation.

The Implementation Opinions put forward that the relationship between green development and civil aviation safety, efficiency and service should be properly handled, the concept of green development should be integrated into all fields and the whole process of building a strong civil aviation country, the people's green travel needs should be focused, the aircraft energy conservation and carbon reduction should be the core, the improvement of air management efficiency should be the focus, and the green airport construction should be the guarantee to form a ground to air A new green development model from inside to outside, from production to management, and from industry to industry.

The Implementation Opinions clearly defined the principles and objectives of green development of civil aviation, that is, to adhere to the basic principles of "changing the concept, green development", "innovation driven, standard led", "overall promotion, key breakthroughs", "co construction and co governance, achievement sharing", "deepening and expansion, and long-term success"; We will resolutely remove all obstacles that hamper the green development of civil aviation, continue to improve the level of green development of civil aviation, and strive to achieve the grand goal of China's civil aviation to take the lead in the green development of the world's civil aviation and China's various industries.

In order to achieve this goal, the Implementation Opinions put forward the "three-step" strategy and defined the overall goal in stages.

The first step is to popularize the concept of green development by 2020, initially establish a green civil aviation policy system, standard system and evaluation system, and gradually carry out research on green civil aviation airworthiness certification. The level of green and low-carbon operation of civil aviation has been significantly improved, and the level of green management has been effectively improved Significant achievements have been made in the development of green industries and in addressing climate change.

The second step is that by 2035, the concept of green development will be deeply rooted in the whole industry, the policy system, standard system, and assessment system of civil aviation green development will be mature and complete, the scale of green development industry system will be formed, the level of green management will be significantly improved, and the civil aviation green development model will be basically built in line with the construction of a strong civil aviation country.

Third, by the middle of this century, the green development mode and green travel mode of civil aviation will be fully formed, and the green management level will be internationally advanced.

It is understood that in order to ensure the implementation of various requirements, the Implementation Opinions also proposed to establish a "Civil Aviation Green Development Leading Group", strengthen organizational leadership, strictly implement responsibilities, strengthen supervision and inspection, do a good job of public opinion publicity, and form a strong joint force for civil aviation green development.
