Judicial big data: online car hailing is safer than taxis

On September 20, the China Academy of Justice Big Data released a special report on Crime in Online Taxi hailing and Traditional Taxi Services. According to the data, in 2017, the defendants in the first instance of the people's courts at all levels nationwide were network taxi drivers (including express cars, special cars and hitchhikers), who committed less than 20 crimes in the process of providing services (calculated as 18 cases), and the incidence rate per 10000 people was 0.048. The number of crimes committed by traditional taxi drivers in the process of providing services was more than 170 (calculated as 175 cases), The incident rate of 10000 people is 0.627.

Compared with the number of cases, the number of crimes committed by traditional taxi drivers is 9.7 times that of online taxi hailing drivers, and the rate of 10000 cases is 13 times that of the latter. In terms of the number of cases and the probability of occurrence, the security of online taxi hailing is far higher than that of traditional taxis.

With regard to the statistical caliber of the number of drivers, the number of taxi drivers is estimated by using the number of 1.3958 million vehicles published in the 2017 Statistical Bulletin on the Development of the Transport Industry issued by the Ministry of Transport, with 2 drivers per vehicle. Online taxi drivers refer to the driver information released by the national online taxi supervision information exchange platform of the Ministry of Transport, which is 3.734 million yuan.

In addition, the special report pointed out that the crimes committed in the service of taxi drivers ranked top among the crimes: intentional injury (27.43%), smuggling, trafficking, transportation, and drug manufacturing (16%), traffic accident (14.29%), theft (9.14%), dangerous driving (8%), and rape (6.86%). Among the crimes committed in the service of online taxi hailing drivers, the top crimes are intentional injury (38.89%), traffic accident (16.67%), rape and forced indecency (16.67%).

Among them, the incidence of rape among 10000 people is 5.35 times that of online taxi hailing, and the incidence of violent crime among 10000 people is 9.17 times that of online taxi hailing. In terms of absolute number, there were 12 cases of taxi rape, 3 cases of online car hailing rape and forced indecency, and the number of taxis was four times that of online car hailing; There were 48 taxis and 7 online car hailing cases of intentional injury crime, the former was 6.9 times of the latter.

In the overall situation of crime, among the cases of conflict between drivers and passengers caused by bickering, the problem of fare is the most significant, with 50% of cases involving online taxi hailing drivers and 42% of cases involving traditional taxi drivers. Among the crimes committed by online taxi hailing drivers, driving routes and lateness ranked second and third respectively; In the traditional taxi driver's crime, the bickering caused by trivia and refusal to load ranked second and third. It is worth noting that there is no criminal problem caused by refusing to ride.

The special report also mentioned that the crime belongs to the temporary intention. The cases of online taxi hailing drivers accounted for 61.11%, and the cases of traditional taxi drivers accounted for 49.71%. The proportion of premeditation was slightly higher than the temporary intention. This means that taxi drivers have a higher proportion of premeditated crimes than online taxi hailing drivers.

In addition, in the process of providing services for taxis and online taxi hailing, the nighttime period is the peak time for crimes. 50% of online taxi hailing drivers' cases occur in this period, while nearly 30% of traditional taxi drivers' cases occur in this period. From the comparison of the number of cases, there are 52 cases of night taxi and 9 cases of online car hailing.

The special report analyzes the characteristics of passenger crime cases as follows. In the process of providing services, the charges of online taxi hailing drivers and traditional taxi drivers against passengers are concentrated in the crime of intentional injury, traffic accident and rape, accounting for more than 70%. Among them, the above three crimes of online taxi hailing drivers account for the proportion of their cases against passengers: crime of intentional injury (42.86%); Traffic accident crime (21.43%); Rape (14.26%). The above three crimes of taxi drivers account for the proportion of their cases of infringing passengers: crime of intentional injury (46.91%); Traffic accident crime (11.11%); Rape (14.81%).

In terms of absolute number, taxi drivers committed 38 crimes of intentional injury to passengers, and there were 6 cases of online car hailing, the former being 6.3 times of the latter. Taxi drivers raped passengers in 12 cases, and online taxi hailing drivers in 2 cases, the former is six times more than the latter. (Zhang Yu)
