According to Xinhua News Agency, yesterday, the reporter learned from the Ministry of Environmental Protection that the Ministry of Environmental Protection has recently revised and promulgated the Measures for the Management of Environmental Impact Assessment Qualifications of Construction Projects in response to the problems such as "red top intermediaries" in the management of the environmental assessment technology service market, which clearly defines the competent departments responsible for approving or approving the environmental assessment documents and the enterprises invested by their affiliated units and enterprises engaged in technical assessment, They are not allowed to apply for EIA qualification.

It is understood that the revised management method simplifies the qualification conditions setting, cancels the preconditions such as post certificates, registered capital, fixed assets, instruments and equipment, and no longer links the assessment scope and grade of environmental assessment institutions with the approval level of environmental protection departments. Cheng Lifeng, Director of the Department of Environmental Impact Assessment of the Ministry of Environmental Protection, said that in order to ensure the smooth implementation of the measures, the Ministry of Environmental Protection would also print and distribute six supporting documents, making specific provisions on the qualification transition of existing EIA institutions, application of assessment scope and category, division of business fields of Class A EIA institutions, requirements for qualification application materials, requirements for relevant formats of EIA documents, and management of EIA engineers.

The environmental assessment technical service is an important technical support for the effective implementation of the environmental assessment system. The quality of the work of the employment agencies and the correctness of the conclusions of the environmental assessment documents are directly related to the effectiveness of the approval decisions. In February of this year, the central third inspection team pointed out clearly in the feedback on the special inspection of the Ministry of Environmental Protection that there were "red top intermediaries" in the market management of environmental assessment technical services, insufficient disclosure of the approval process, and inadequate follow-up supervision.
