In the case of acceptance, payment or guarantee of illegal bills (Article 189 of the Criminal Law), banks or other financial institutions and their staff members who accept, pay or guarantee bills in violation of the provisions of the Negotiable Instruments Law in the business of bills, resulting in direct economic losses of more than 500000 yuan, shall file a case for prosecution.
