The modern industrial system is an industrial form that takes smart economy (including digital economy) as the leading factor, health industry as the core, modern agriculture as the foundation, and achieves industrial upgrading and high-quality economic development through the integration of five industries (agriculture, industry, service industry, information industry, and knowledge industry). Under the current development situation, only by building a modern industrial system, implementing industrial foundation reconstruction projects and major technical equipment research projects, and supporting the development of specialized, special and new enterprises, can the high-end, intelligent and green development of manufacturing be promoted.
High quality development is the primary task of building a socialist modern country in an all-round way. To promote the steady improvement of quality and reasonable growth of quantity of the economy, we must adhere to high-quality development. The modern industrial system is an important foundation for high-quality development. Without a modern industrial system, there can be no modern economic system, and high-quality development will become a tree without roots and water without a source. When describing the industrial development in 2022, the government work report pointed out that the industrial added value exceeded 40 trillion yuan last year. Among them, the added value of high-tech manufacturing industry and equipment manufacturing industry increased by 10.6% and 7.9% annually, respectively, promoting the industry to move towards the middle and high-end. It can be seen that industry, especially manufacturing, is an important part of building a modern industrial system. As an important advanced manufacturing cluster in Hubei Province, an important bearing area of Wuhan's "five centers" development goals, and a pilot demonstration area of Wuhan's "double intelligence" pilot city construction, Wuhan Economic and Technological Development Zone, under the "east wind" of accelerating the construction of a national pilot area for building a new development pattern, has issued the "14th Five Year Plan" for the Development of Digital Economy and Industry in Wuhan Economic and Technological Development Zone, Put forward five major development directions of digital economy industry, namely, "network" (5G+industrial Internet), "cloud" (cloud computing), "intelligence" (artificial intelligence), "data" (big data), and "end" (intelligent terminals), and make efforts on the overall layout of a higher level modern industrial system to comprehensively shape the advantages of high-quality development of "Chegu".

The report of the 20th National Congress of the Communist Party of China put forward specific tasks for building a modern industrial system, such as promoting high-end, intelligent and green development of manufacturing, promoting the integration and cluster development of strategic emerging industries, and accelerating the development of the digital economy. We must firmly grasp the new trend of building a modern industrial system, constantly strengthen the "strengthening talent support for modernization", promote the deep integration and precise docking of talent chain and industrial chain, highlight the layout of talent chain around the industrial chain, and create an ecological system of attracting talents by industry, promoting production by talents, and integrating industry and talents. For example, the China Digital Economy Development Report (2022) of the China Academy of Information and Communication Research shows that the scale of China's digital economy will reach 45.5 trillion yuan in 2021, accounting for 9.8% of GDP. In fact, the development of digital economy urgently needs a large number of talents with digital knowledge structure and digital hands-on ability. Therefore, all parts of the country should plan the layout in advance and cooperate with key universities and research institutes to form a seamless connection between talent cultivation and actual development needs.
The government work report pointed out that science and technology policies should focus on self-reliance, improve the new national system, give full play to the organizational role of the government in tackling key core technologies, and highlight the dominant position of enterprises in scientific and technological innovation. After long-term construction and exploration, it has created the first commercial deployment of CA system for Internet of Vehicles in China, and the first large-scale adoption of 5G for roadside "fiber free" communication in China, It is the first to adopt the integration scheme of 5G OBU and Beidou RTK module on a large scale in China. It is the first to adopt 5G RSU and 5G OBU for vehicle road collaborative application on a large scale in China. It is the first to combine "industry, education, research and application" in depth in China, and has established six domestic "firsts", including the first "autonomous driving theme ecological park" in China, To provide a solid foundation for the key core technology battle, and constantly enhance the "support" for building a modern industrial system. We should focus on basic support and high-end equipment. "Two hands" can ensure that the foundation is firmly built, without worries, and better focus on technical breakthrough.

At present, the global industrial upgrading shows four major trends of intelligence, platform, high-end and green, which are new requirements for the construction of modern industrial system in the new era and new journey. Therefore, colleagues all over the country seeking high-quality development must rely on high-end factor gathering platforms such as independent innovation demonstration zones, high-tech zones and science and technology cities to promote the development of strategic emerging industry integration clusters. At the same time, through industrial platformization, we can realize industrial supply and demand allocation and precise docking, improve the modernization level of the industrial chain supply chain, and effectively reduce the difficulty of digital transformation. With the vigorous development of industrial Internet, products, machines, data, etc. are interconnected and integrated to promote real-time information exchange between equipment operation, workshop distribution, enterprise production, and market demand, and the whole production process becomes more accurate and effective. We should be flexible in our thinking and fast in our steps. Only by accelerating the construction of a green, circular and low-carbon industrial system can we achieve the coordinated progress of ecological environment protection and high-quality economic development in a dynamic way.
