At the meeting, a reporter asked: First, the market pays more attention to the soybean revitalization plan mentioned in Document No. 1. Can you introduce the specific details of the plan, such as what is the goal of increasing production and area this year? The second question is about the Sino US trade war. Since the beginning of the trade war, China has approved the import of grain from many new countries. After the Sino US economic and trade consultation, will this diversification policy continue to be implemented?
Wu Hongyao, a member of the Party Leadership Group of the Ministry of Agriculture and Rural Affairs, responded that the soybean revitalization plan is an important measure to adjust the agricultural supply side structure, especially the planting structure. It mainly focuses on the following aspects: first, to stabilize the recovery of China's soybean planting area, mainly to guide farmers to expand soybean planting in the northeast region and the Bohai Sea Rim region. Second, in scientific research, we should speed up the breeding of high-quality and high-yield soybean varieties and carry out joint research to improve the adaptability, high-yield and high-quality of soybean varieties. Third, combine the development of processing industry, cultivate some new soybean enterprises and new cooperative organizations, and improve the organizational degree and level of soybean production and management. In response to the second question, Wu Hongyao said that China imports soybeans from the United States all year round, accounting for about 1/3 of the total imports. Last year, affected by trade frictions, imports of soybeans from the United States decreased. The demand for soybeans in China is about 110 million tons per year, while the output of soybeans in China is about 16 million tons, and 90% of soybeans need to be imported. China should further strengthen its opening up, including the opening up of agriculture, and make good use of two markets and two resources. The door for China to import soybeans is open. Where to enter, we should follow the market, let the market say the final word, let the enterprise say the final word, and act in accordance with economic laws. China is also open to the US market.
On the issue of Sino US trade in soybean imports, Han Changfu, Minister of Agriculture and Rural Affairs, added three words: First, China is the origin of soybeans and has its own characteristics and advantages, so China will certainly develop its own soybeans moderately and reasonably according to its own resource advantages and consumer needs. In the second sentence, although China wants to resume and develop soybean production, the pattern of importing soybean as the main supply in the soybean market will not change. We produce about 16 million tons of soybeans a year, while our demand is 110 million tons, and we need to import about 90 million tons all year round. In the third sentence, we will certainly carry out international soybean trade, and import should be diversified. China and the United States must be important partners in soybean trade.
