Editor's Note:

2024 is the 75th anniversary of the founding of the People's Republic of China and the key year to achieve the goals and tasks of the 14th Five Year Plan. It is of great significance to do a good job in economic work.

During the National Two Sessions in 2024, in order to timely convey the keen insight of enterprise leaders into market changes and their profound understanding of the spirit of the two sessions, the People's Daily Online "Dialogue Entrepreneur" column specially plans to launch a series of interviews with "targeted and urgent work", which fully demonstrates the pragmatic actions of the representative members in performing their duties, and gathers wisdom for dream building, modernization, and jointly drawing a new picture.

Manufacturing industry is an important foundation of the real economy, and its development cannot be separated from a fair tax and business environment. In the context of cost reduction and burden reduction in the manufacturing industry, today, the "multiplier effect" of tax and fee reduction policies is helping more and more manufacturing enterprises to "thrive".

Recently, Huang Minli, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Minhua Holdings, said in the special program of the two sessions of the People's Daily Online Dialogue with Entrepreneurs that under the new situation, creating a more equitable tax business environment will help foster more dynamic, creative and competitive market players, feed back the further growth of tax revenue, and achieve more positive Accurate and sustainable fiscal policies provide strong support.

Since he served as a member of the CPPCC National Committee, Huang Minli has continued to focus on optimizing the tax burden structure. This year, he focused on this topic again, and brought a number of relevant proposals in combination with the new situation and new opportunities currently facing.

In recent years, China has implemented a series of tax rebate, tax reduction and fee reduction measures, and the manufacturing industry is the top priority of support. In this regard, Huang Minli said: "Reducing the production and operation costs of enterprises can effectively improve the embeddedness and competitiveness of the manufacturing industry. The tax support policy for the manufacturing industry should focus on both precise development and ensure the sustainability of the overall financial operation."

He suggested that the manufacturing industry and commerce, real estate and logistics should be adjusted to a more similar level: first, continue to adjust the VAT rate, effectively reduce the tax burden of enterprises, and enhance their development momentum; Second, we should strengthen the reform of tax collection and management, strengthen the rule of law in taxation, and ensure that the national treasury is adequate.

Huang Minli found in his business practice and research that, in the process of achieving high-quality development, manufacturing enterprises often face difficulties in transformation and upgrading, weak R&D motivation and other problems due to cost, technology and other factors, and urgently need tax policy support.

In recent years, the preferential tax policies related to supporting scientific and technological innovation have continued to "strengthen", and the proportion of pre tax plus deduction of enterprise R&D expenses has increased from 75% to 100%.

In Huang Minli's view, the introduction of this policy is conducive to encouraging enterprises in all industries to increase R&D investment, promote scientific and technological innovation, improve enterprise competitiveness, and promote the transformation and upgrading of industrial development.

He said that with the encouragement of government policies and the efforts of enterprises themselves, the R&D efficiency of their own enterprises has been greatly improved, and all core component technologies have been in their own hands.

"In the future, enterprises should continue to innovate, make scientific and reasonable R&D plans, strengthen R&D process management, improve the professional skills and teamwork ability of R&D personnel, and contribute more to the development of China's economy while enjoying the preferential policy of R&D expenses plus tax deduction." Huang Minli suggested.

To strengthen scientific and technological innovation, in addition to policy support in place, it is more important for enterprises to make their own efforts. Specifically, in the household industry, Huang Minli believes that enterprises should carry out research and development to meet consumer needs. At present, the trend of "customization" is sweeping the home furnishing industry. The customized home furnishing industry has more urgent demand for intelligent upgrading. It needs to rely on intelligent manufacturing to achieve customized scale development.

Turning to the development opportunities of smart home, Huang Minli believes that the intelligent upgrade not only brings advanced flexible production lines and high utilization rate of plates, but also can reduce labor costs, improve the efficiency of the supply chain, and bring healthy, comfortable, value-added and fashionable home experience to thousands of households.

On March 5, the government work report proposed to stabilize and expand traditional consumption and encourage and promote the exchange of old for new consumer goods. In this regard, Huang Minli said that the furniture industry has entered the era of stock. The furniture trade in is a huge market, and the entire industry will enter a new cycle stage. In terms of waste furniture recycling, we should focus on the pain points precisely, namely, the ownership of waste furniture, environmental pollution, etc. We hope to get more policy support to meet market demand at a better price.

"Enterprises should continue to stand on the level of people's needs, focus on meeting their needs, focus on innovation, attach importance to science and technology, continue to increase research and development investment, and create products that meet consumer needs. At the same time, the protection of consumer rights needs to be further strengthened, so that they can buy with confidence and use with comfort." Huang Minli said.
