The latest progress has been made in a major reform that concerns hundreds of millions of farmers. On November 16, the National Rural Collective Property Rights System Reform Pilot Promotion Conference issued registration certificates for 10 collective economic organizations for the first time, including the Beijing Haidian District Wenquan Town Joint Stock Economic Cooperation Association, the Shanxi Province Taiyuan Xinghualing District Yaotou Village Joint Stock Economic Cooperative, and the Hunan Province Changsha Yuhua District Jingtang Joint Stock Economic Cooperation Association, This indicates that rural collective economic organizations in China have "ID cards".

It is reported that the General Principles of the Civil Law in 2017 defined the special legal person status of rural collective economic organizations. In order to implement the provisions of the General Principles of the Civil Law and endow collective economic organizations with the status of market subject, through continuous efforts, the Ministry of Agriculture and Rural Affairs has carried out the registration and coding of rural collective economic organizations, launched the printing standard of organization registration certificate, and opened the organization registration and coding management system. This also means that the standardized management of rural collective economic organizations has made substantial progress.

The first time a collective economic organization has obtained an "ID card" is a microcosm of the achievements of the reform of the rural collective property rights system. Han Changfu, Minister of Agriculture and Rural Affairs, said that at present, the pilot reform of the rural collective property rights system has covered more than 1000 counties and cities nationwide; More than 130000 rural collective economic organizations across the country have completed this reform, and a total of more than 200 million collective members have been confirmed, with a cumulative share bonus of 325.1 billion yuan to farmers; According to the schedule, the assets and capital verification will be basically completed in 2019, and the joint-stock cooperative system reform will be basically completed in 2021.

"Rural land and other assets are collectively owned by farmers, which is an important manifestation of the socialist public economy in rural areas." Han Changfu said that the goal of promoting the reform of the rural collective property rights system is to protect and develop the legitimate rights and interests of farmers as members of rural collective economic organizations, including comprehensively carrying out the inventory and verification of rural collective assets We will fully recognize the identity of collective members, accelerate the reform of the joint-stock cooperative system, and empower farmers to share in collective assets.

It is reported that one of the goals of the reform is to clarify the ownership of rural collective property rights and give farmers more property rights. At present, net property income accounts for only 2.3% of the per capita disposable income of farmers across the country, with huge growth space and potential. The industry believes that under the socialist market economy system, it is necessary to quantify collective assets to the members of the collective in the form of shares or shares, establish and improve the system and mechanism with clear property rights and efficient operation, and lay a solid institutional foundation for freeing resources.

It is the first hard battle for the reform of the rural collective property rights system to carry out asset and capital verification and find out the collective family background, which is also the basic work of the reform pilot. According to statistics, by the end of 2017, the total book assets of rural collectives nationwide were 3.44 trillion yuan, and the collectively owned land resources were 6.69 billion mu. The CPC Central Committee has a clear time limit for asset and capital verification, which will take about three years to complete from 2017.

Han Changfu believed that, according to the "six steps" of inventory and verification, publicity and confirmation, establishment of standing books, review and filing, summary and reporting, and inclusion into the platform, we should conduct a comprehensive inventory and verification of the "three types of assets" of the "three-level organizations" of towns, villages, and groups, including operational, non operational, and resource. All regions should strictly control the quality of work to ensure farmers' participation and recognition. At present, the national asset and capital verification management system has been officially launched, and all regions can log in the system to fill in data.

This year, the No. 1 Document of the Central Committee proposed to comprehensively carry out the inventory and verification of rural collective assets and the identification of collective members. This means that every township, village and group collective economic organization should confirm whether all kinds of people in the region have membership, which is a new requirement of the central government for the reform of rural collective property rights system. "The confirmation of collective membership should properly handle the relationship between respecting history and taking into account reality." Han Changfu said that collective assets are the accumulation of the labor achievements of members of collective economic organizations in various historical stages, so the confirmation of membership should cover different groups in various stages, both respecting history and taking into account reality. All localities should implement it in light of actual conditions, give full play to the wisdom of farmers, and properly respond to the interests of the new population.

Share based quantitative assets for share based cooperation is a major part of the reform of the rural collective property rights system, and is also a hard nut to crack. In this regard, the Ministry of Agriculture and Rural Affairs has formulated the implementation path of "overall deployment, key promotion, pilot projects in advance, and full deployment", and has specified the specific time nodes: 50 pilot projects for land preparation in cities and 150 pilot projects for counties, which should be fully completed by the end of October 2019; Three provincial pilot units should complete their tasks by the end of October 2020. Next year, we will continue to expand the scope of the pilot program and select about 10 provinces to carry out the whole province pilot program and some prefectures and cities to carry out the whole city pilot program. At the same time, local governments are encouraged to carry out pilot projects independently based on actual conditions, and constantly expand the scope of pilot projects to ensure that the reform tasks determined by the central government are basically completed by the end of 2021.
