On the 20th, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Justice and the Ministry of Ecology and Environment jointly issued the Minutes of the Symposium on Issues Related to Handling Criminal Cases of Environmental Pollution for the first time on issues related to handling criminal cases of environmental pollution, which requires unified application of laws and policy grasp, and accurate and effective punishment of environmental pollution crimes according to law, Form the joint force of all departments to punish environmental pollution crimes according to law.

According to Wang Songmiao, the spokesman of the Supreme People's Procuratorate, the Minutes adheres to the problem orientation and tries to solve the key and difficult problems in the current handling of criminal cases of environmental pollution. The 15 articles respectively address the difficult problems in 15 judicial practices, especially the identification of unit crime, the identification of attempted crime, the identification of subjective fault, the strict application of non prosecution and reprieve, and the jurisdiction of cases Judicial expertise and other specific issues that have been reflected intensively in recent years have been clearly specified.

The Minutes also stipulated the circumstances of heavier punishment for the crimes of environmental pollution in the Yangtze River Economic Belt region, stipulating that those who discharge, dump or dispose radioactive waste, waste containing infectious disease pathogens, toxic substances or other harmful substances across provinces (municipalities directly under the Central Government) in 11 provinces (municipalities directly under the Central Government) of the Yangtze River Economic Belt will be given heavier punishment.
