160 gas related environmental problems found in Beijing Tianjin Hebei and surrounding areas

On September 19, the work of strengthening supervision in key areas of the Blue Sky Defense War from 2018 to 2019 continued. Among them, 200 inspection teams inspected 228 counties (cities, districts) in Beijing Tianjin Hebei and surrounding areas, and found 160 gas related environmental problems (including 7 in one enterprise, 4 in two enterprises, 3 in two enterprises, and 2 in one enterprise).

Two gas related "scattered pollution" enterprises were found. Among them, there is one in Dingzhou City, Hebei Province, and one in Xingtai Economic Development Zone.

It is found that 32 coal-fired boilers that should be eliminated have not been removed. Among them, there is one Baishun Restaurant in Wanzhuang Town, Guangyang District, Langfang City, Hebei Province (less than 1 steam ton), one Xianghe Boxun Electrical Equipment Factory (less than 1 steam ton), one Xianghe Youbang Electrical Equipment Co., Ltd. (less than 1 steam ton), one Lixian Central Plaza Supermarket in Baoding City (0.1 steam ton), and one Zhuozhou Yujie Building Materials Co., Ltd. (less than 0.5 steam ton), One set of Jiaqing furniture in Fucheng County, Hengshui City (less than 0.3 steam ton), seven sets of noodle and egg soup restaurants in Hegumiao Town, Pingxiang County, Xingtai City (all operating stoves), four sets of nameless baked cake shops opposite the supply and marketing cooperatives in Hegumiao Town, Pingxiang County (all operating stoves), four sets of nameless pancake shops opposite the supply and marketing cooperatives in Hegumiao Town, Pingxiang County (all operating stoves) 3 sets of authentic Henan Laowang mutton noodles in Hegumiao Town, Pingxiang County (all operating stoves), 3 sets of Guyuezhai fast food in Hegumiao Town, Pingxiang County (all operating stoves), 2 sets of Lihui Donkey Meat Restaurant in Huohong Village, Pingxiang County (all operating stoves), and 1 set of Halal Restaurant in Hegumiao Town, Pingxiang County (operating stoves); One passenger station (1.5 steam tons) in Xi'nan Village, Xi'nan Township, the suburb of Yangquan City, Shanxi Province, and one passenger station (0.7 steam tons) in Xi'nan Township, the suburb of Yangquan City, Shanxi Province.

There were 24 problems with industrial enterprises not installing air pollution prevention and control facilities. One in Fangshan District, Beijing; There are 2 high-tech industrial development zones in Shijiazhuang City, 1 in Chang'an District, 1 in Changli County, Qinhuangdao City, 1 in Guangyang District, Langfang City, 2 in Zhuozhou City, Baoding City, 1 in Quyang County, 1 in Kuancheng County, Chengde City, 2 in Yanshan County, Cangzhou City, 1 in High tech Development Zone, 1 in Fucheng County, Hengshui City, and 1 in Hanshan District, Handan City; 1 in the suburb of Yangquan City, Shanxi Province, 1 in Huguan County, Changzhi City; One in Zhengdong New District, Zhengzhou City, Henan Province, one in Zhongmou County, three in Shunhe Hui District, Kaifeng City, one in Wuzhi County, Jiaozuo City, and one in Jiyuan City.

There were 21 problems with the abnormal operation of air pollution prevention facilities in industrial enterprises. One in Changping District and one in Pinggu District of Beijing; 1 in Yuanshi County, Shijiazhuang City, Hebei Province, 1 in Leting County, Tangshan City, 1 in Qian'an City, 1 in Bazhou City, Langfang, 1 in Lianchi District, Baoding City, 2 in Cangzhou High tech Development Zone, 2 in Fucheng County, Hengshui City, 1 in Pingxiang County, Xingtai City, and 1 in Linzhang County, Handan City; One in the urban area of Yangquan City, Shanxi Province, and one in the Economic and Technological Development Zone; 1 in Dezhou Economic and Technological Development Zone, Shandong Province; There is one National High tech Industrial Development Zone, one Zhongmou County, one Airport Economic Comprehensive Experimental Zone, one Xiangfu District, Kaifeng City, and one Lankao County in Zhengzhou, Henan Province.

There were 12 problems of inadequate VOCs rectification. One in Changping District, Beijing; 1 in Gu'an County, Langfang City, Hebei Province, 1 in Xushui District, Dingxing County, Yixian County, Baoding City, 1 in Pingxiang County, Xingtai City, 1 in Hanshan District, Handan City, and 1 in Jinan New Area; One in Yangquan Economic and Technological Development Zone, one in Wuxiang County, Changzhi City, and one in Jincheng Economic and Technological Development Zone; One in Yuanyang County, Xinxiang City, Henan Province.

17 industrial dust fugitive emission problems. One in Changping District, Pinggu District and Tongzhou District of Beijing; 1 in Lingshou County, Shijiazhuang City, Hebei Province, 1 in Guangyang District, Langfang City, 1 in Wen'an County, 1 in Gaobeidian City, Baoding City, 1 in Cangzhou Economic Development Zone, 1 in Renqiu City; 1 in Wuxiang County, Changzhi City, Shanxi Province; 1 in Liaocheng Economic and Technological Development Zone, Shandong Province; One in Jinshui District, Shangjie District, Zhengzhou City, Henan Province, one in Airport Economic Comprehensive Experimental Zone, one in Hua County, Anyang City, one in Heshan District, Hebi City, and one in Yuanyang County, Xinxiang City.

14 dust management problems on construction sites. There are 18 problems of failing to implement dust control measures in the material storage yard. One in Changping District, Beijing; 1 in Beichen District, Tianjin; 1 in Lingshou County, Pingshan County, Shijiazhuang City, Hebei Province, 1 in Changli County, Qinhuangdao City, 1 in Sanhe City, 1 in Wen'an County, 1 in Bazhou City, 1 in Lianchi District, 1 in Laishui County, 1 in Gaoyang County, Baoding City, 1 in Kuancheng County, Chengde City, 1 in Cangzhou Economic Development Zone, 1 in Guangzong County, Xingtai City; 2 in Heze Development Zone, Shandong Province; One in Dengfeng City, Zhengzhou, Henan Province, and one in Jiaozuo Urban Rural Integration Demonstration Zone.

There are 10 problems of non-standard sewage outlets. Among them, there are two in Tianjin Binhai New Area (both exhaust funnel height is less than 15m); 1 in Guye District, Tangshan City, Hebei Province (the height of exhaust funnel is less than 15m); One in Xiaodian District, Taiyuan City, Shanxi Province (the height of the exhaust funnel is less than 15m), one in Wanbailin District (the height of the exhaust funnel is less than 15m), one in Changzi County, Changzhi City (the sampling port of the exhaust funnel is not standardized), one in Lucheng City (the height of the exhaust funnel is less than 15m), and one in Yangcheng County, Jincheng City (no exhaust funnel is set); One exhaust outlet in Gulou District, Kaifeng City, Henan Province (the height of the exhaust funnel is less than 50 meters), and one in Yuanyang County, Xinxiang City (the height of the exhaust funnel is less than 30 meters) did not meet the environmental assessment requirements.

One "black gas station" problem was found. The inspection team found that there was a black gas station in Dongmazhuang parking lot, Dongmazhuang Village, Zhangkuan Sub district Office, Qiaoxi District, Xingtai City, Hebei Province. There was no formalities and no oil and gas recovery device was installed.

9 other gas related environmental problems. The inspection team found that Yuezhi Village, Tangshuang Road, Fengnan District, Tangshan City, Hebei Province, Fangshunqiao Village, Mancheng District, Baoding City, Kong Village, Mancheng District, Youshang Village, Xinqiao Town, Gaobeidian City, the north side of Ronggu Road, Dingxing County, and the mining reserve line in Guangyang District, Langfang City had the phenomenon of burning garbage and straw in the open air. Xixinyuan Transfer Station, Kaiping District, Tangshan City, Hebei Province; Anyang Yongxing Special Steel Co., Ltd. of Shagang Group in Yindu District, Anyang City, Henan Province, and Liu Yanlin gluten processing site in Muye District, Xinxiang City have caused environmental impact on surrounding residents.

For the above problems, the Ministry of Ecology and Environment has assigned the relevant municipal and county (district) people's governments to investigate and deal with them according to law through the list of supervision problems. (Niu Qiupeng)
