Exploring transformation of resource exhausted cities

Daye has a mining and smelting history of more than 3000 years, and contains copper, iron, cobalt, gold, coal and other mineral resources. Based on the rich local mineral resources, Daye has vigorously developed coal, iron ore mining and non-metallic mineral development and processing.

By the end of 2006, Daye had formed a single economic structure dominated by resource exploitation and extended processing industry. Among them, mining industry, ferrous metal smelting and rolling processing industry, nonferrous metal smelting and rolling processing industry, and non-metallic minerals and products industry accounted for 82.1% of the total output value of industries above designated size, 80.6% of tax revenue, and 84.3% of the annual average number of employees. The high dependence on resources has led to the heavy industrial economic structure of Daye.

In March 2008, Daye was included in the list of the first batch of resource exhausted cities. Faced with the dilemma of resource depletion and the disadvantage of "one mine is the largest" in economic structure, Daye began the road of urban economic transformation.

Li Xiuwu, Deputy Mayor of Huangshi City and Secretary of Daye Municipal Party Committee, introduced that in terms of optimizing the industrial structure, we should promote the development of four traditional industrial clusters, including electromechanical manufacturing, beverage and food, new building materials, and textile and clothing; At the same time, we will accelerate the layout of four strategic emerging industries, including high-end equipment manufacturing, life and health, energy conservation and environmental protection, and new materials.

Hanlong Automobile Co., Ltd. is an automobile manufacturing enterprise introduced by Daye, which integrates the design, development, manufacturing, sales and after-sales service of new energy vehicles, traditional fuel vehicles and their accessories. In July 2017, the first "Daye" Hanlong automobile was successfully rolled off the production line and successfully mass produced. At present, the construction of automobile engine, wheel hub and other supporting industrial park projects is progressing rapidly.

Data shows that in 2017, the output value of Daye's four major emerging industries reached 69.53 billion yuan, up 16.5%, accounting for 69.47% of the city's total industrial output value.

Ecological restoration releases "green welfare"

At the construction site of Jinpai Jinhu Ecological Park, Wu Xihua, a villager in Shihua Village, Daye City, sighed with emotion that he was both a witness and a participant in the local ecological restoration. He said that with the cleaning of the tailings pond, the local water quality has improved significantly, and the wild fish and shrimp seen as children can be seen in the river again.

Jinpai Jinhu Ecological Park was the most intensive mining and smelting development area in Daye City for decades, with two mines, eight smelters, more than 20 ore blending plants, and more than 10 tailing ponds. The living environment is harsh.

Since 2015, Daye City and Jinpai Company have worked together to promote the construction of Jinhu Ecological Park. The planned area of the project is about 6.4 square kilometers, involving 8 administrative villages and 1 community in Jinhu District. The ecological park construction takes ecological restoration as the main line, and builds a Buchard type ecological restoration demonstration area integrating leisure, sightseeing and sightseeing functions. Up to now, more than 600 mu of land has been requisitioned, more than 200 mu of soil has been treated, more than 150 mu of tailings pond has been repaired, and more than 10000 trees have been planted.

It is understood that since 2008, Daye has also included in the list of "five small" enterprises engaged in vanadium smelting in batches, which are near key water sources, key roads, occupy basic farmland, environmental protection facilities are substandard, people complain strongly, and are engaged in vanadium smelting.
