Ouyang Minggao said frankly that some enterprises blindly pursue high specific energy in order to obtain subsidies and shorten the test and verification time of battery products. The short technical verification cycle leads to insufficient technical verification and immature engineering solutions, which is one of the main reasons for product quality problems.

According to the statistics of relevant institutions, the investment in the whole industry chain of new energy vehicles in 2017 exceeded 700 billion yuan, accounting for more than 50% of the total investment in the automotive industry. The development momentum of new energy vehicles can be seen.

Luo Junjie, Deputy Director of the Equipment Industry Department of the Ministry of Industry and Information Technology, believes that there are many reasons for the safety accidents of new energy vehicles. As new energy vehicles are still in the primary stage of development, from the perspective of the vehicle itself, enterprises are still deepening their understanding of the safety of new energy vehicles, especially power batteries, and the verification of a small number of products in the early stage is not enough, These are all problems in the growth of the industry, and the same situation also exists from the perspective of the global new energy vehicle industry.

It is worth noting that China's new energy vehicle technology development has been driven by the subsidy policy for a long time. With the increasing requirements of the subsidy policy on the energy density of power batteries, the energy density index of power batteries has significantly improved.

Ouyang Minggao believes that there is no problem in linking subsidies to the energy density of power batteries, but it should comply with the law of technological development. The increase of energy density should not be too fast or too frequent, and the pace of the development of new energy vehicles must be stable.

"The subsidy retrogression policy cycle changes every year, and does not match the product development cycle." Ouyang Minggao said that frequent adjustment of subsidy policy is also not conducive to product quality verification. Generally speaking, the improvement and development cycle of power battery materials generally takes 24-28 months. Some enterprises blindly pursue high specific energy in order to obtain subsidies. They are eager for quick success and instant benefit in the process of technical verification and shorten the test and verification time.

In Ouyang Minggao's view, the development of high energy density batteries is an inevitable trend, which puts forward higher requirements for safety technology. However, security technology should not only rely on the materials themselves, but also start from the system architecture. He suggested that the annual safety inspection specification for electric vehicles, as well as the specifications for the fire safety interface of electric vehicle black boxes and battery packs, should be issued as soon as possible.

Luo Junjie revealed that in the next step, the Ministry of Industry and Information Technology will work with relevant departments in a multi pronged manner to ensure the safety of industrial development, such as carrying out a special investigation on the safety of new energy vehicles, giving play to the role of the new energy vehicle monitoring platform, improving the safety early warning mechanism, and ensuring the timely elimination of potential safety hazards. At the same time, it is necessary to improve the safety standard specification system of new energy vehicles, accelerate the release and implementation of mandatory national standards for new energy vehicle safety, and cooperate with relevant departments to establish and improve new energy vehicle insurance, fire rescue, annual inspection, product recall and other systems, so as to improve the safe operation of new energy vehicles.
