Tianjin made it clear that it should resolutely put an end to the practice of cooperative school running that is inconsistent with the orientation and direction of technical colleges; No school may cooperate with any intermediary, school or training institution that does not have the qualifications to run a school.

The host school carrying out inter school cooperation in running schools must carefully, responsibly and comprehensively investigate and understand the qualifications, conditions, specialty settings, student internships and employment destinations of the partners. The partner must be an independent legal entity with school running qualification approved by the local competent administrative department.

While strictly examining and approving the qualifications and specialties of partners, Tianjin also strictly standardized the cooperative school running behavior. Without permission, cooperative education shall not be organized and implemented. Once found, it shall be resolutely banned, and relevant units and individuals shall be held accountable depending on the seriousness of the case. When enrolling students for intercollegiate cooperative education, students and parents must be fully publicized and explained, and written notification and approval letters must be signed. It is strictly prohibited to recruit students by entrustment or on behalf of others, and it is firmly prohibited to recruit students in disguised form in violation of laws and regulations.
