Recently, at the feedback meeting on the balanced development of compulsory education in Lantian County, Shaanxi Province, the provincial government's education supervision team will give feedback on the inspection and evaluation of 291 compulsory education schools in the county in five days, and put forward suggestions for rectification within a time limit.

The leaders in charge of Xi'an Municipal Government and the head of Lantian County respectively made statements on the spot. Below the stage are the relevant leaders of the four leading groups of Lantian County, the heads of the municipal and county education bureaus, and the head of the county compulsory education school.

Such scenes have been staged in various counties and districts in Shaanxi Province in recent years. It is this round of supervision that has promoted the great changes, great development and great leap forward of all kinds of education in urban and rural areas of Shaanxi County. As of 2017, 100 of the 107 counties and districts (52 poverty-stricken counties) in the province have passed the acceptance of the national compulsory education balanced counties. 91 counties and districts have completed the task of "double high and double popular education" (high level and high quality popularization of nine-year compulsory education, preschool education, and high school education) in Shaanxi Province.

Supervising and motivating local school running enthusiasm

In March 2017, Qianxian County accepted the supervision of the balanced development process of compulsory education in the province, and the results were appalling: only 23 of the 256 schools in the county passed the examination. Many schools are still what they looked like when they were "two bases": adobe houses, earthen playgrounds, earthen walls. Some schools don't even have faucets for students to wash their hands. Some classrooms can see the sky when they look up.

A crucial battle started immediately. Qianxian County Party Committee and Qianxian County People's Government sorted out 1358 problems fed back by provincial and municipal supervisors for three times, and issued 147 rectification supervision orders. When the county's annual financial revenue was only 160 million yuan, it raised 515 million yuan to build, renovate and expand 158 schools, 144 soft and hard playgrounds, and spent nearly 200 million yuan to equip schools with educational information equipment, and all functional classrooms were fully equipped.

After more than 8 months of hard work, Qianxian County has successfully passed the acceptance of the basic balanced development of national compulsory education.

"It is extremely difficult, so it is not difficult for leaders to attach importance to it." Li Zhouke, the supervisor of Shaanxi Province and the director of Hanzhong Municipal Government's Education Supervision Office, said that in recent years, the secret of Hanzhong's great changes in education is to "focus on leadership" and "focus on leadership".

Hanzhong has jurisdiction over 11 counties and districts, including 6 poverty-stricken counties, and two counties are contiguous poverty-stricken counties. In the process of balanced development of compulsory education and the establishment of "double high and double popular education", the city took the lead in proposing to focus on "three leaders" (county and district leaders, education directors, campus leaders), and strengthen the improvement of school running conditions and school connotation. From 2013 to 2017, the city invested nearly 6 billion yuan to completely eliminate dilapidated schools and local playgrounds, and modern teaching methods were introduced into every classroom from kindergarten to high school, realizing that there was basically no difference in school running conditions between urban and rural schools in the county. In 2017, Hanzhong City as a whole passed the acceptance of national compulsory education balance and Shaanxi Province's "double high and double popular".

In Shaanxi Province, the county level compulsory education balance and the establishment of "double high and double popular education", the provincial and municipal education supervision teams always adhere to the problem oriented and goal oriented, supervise and inspect the target counties and districts one by one, focus on popularization, promote weaknesses, check weaknesses, supervise the bottom line, promote construction through evaluation, interview with some city and county leaders, and jointly solve educational problems. Since 2011, the provincial supervisors have assessed 262 county level party and government leaders in 69 counties and districts. The provincial government will award 5 million yuan to the municipal people's government that takes the lead in comprehensively completing the task of balanced development of county level compulsory education. The provincial government will interview and hold accountable the counties and districts that fail to promote effectively, make slow progress, and decline in individual indicators, and make rectification within a time limit.

One supervision is worth ten million yuan

In March this year, Luonan No. 2 Middle School, which covers an area of 225 mu and plans to invest 500 million yuan, began construction. It took six or seven years from the motion to the commencement of the "choke" project under the construction of "double high and double popularization" in the county.

"The reason is very simple, there is no money." Yang Haitao, director of the county's education supervision office, said that Luonan is located in a contiguous area of extreme poverty in Qinling Bashan Mountains. It once enjoyed the reputation of "the first spring thunder in southern Shaanxi" because it was the first to pass the "two bases" acceptance, but now it faces the dilemma of weak foundation, low school running standards, and tight academic position. In order to move and revitalize the educational resources of the whole county, and thoroughly solve the problem of large class sizes in urban and rural primary and secondary schools, it is urgent to build a new high-quality and high-level provincial standardized high school.

The construction of Luonan No. 2 Middle School benefited from provincial and municipal supervision to a large extent. In March 2016, the provincial education supervision team conducted process supervision on Luonan County, and large class sizes, construction of Luonan No. 2 Middle School and other issues were named. Shangluo Education Supervision Office closely followed Luonan's supervision and inspection, and each school established a standing book around the time of establishment, arranged the construction period backwards, and checked one by one.

Not only Luonan, in 2016, Shangluo City, located in the hinterland of the Qinling Mountains and seven counties and districts under its jurisdiction, were concentrated in contiguous poverty areas in the Qinling Bashan Mountains. It comprehensively passed the acceptance of a county with basically balanced development of national compulsory education. In 2017, it passed the acceptance of "double high and double popular education" in Shaanxi Province. According to statistics, over the past few years, the Shangluo Municipal Supervision Office has carried out comprehensive supervision, special supervision, process supervision, return visit supervision, etc. in all counties and districts for more than 50 times, and interviewed 18 people.

Under the promotion of education supervision at all levels, the priority development of education is really being implemented locally, and some difficulties and troubles that have long puzzled the primary education departments have been solved. Many county and district educators said that the grass roots are looking forward to the supervision of higher authorities. It can be said that a supervision is worth 10 million yuan.

"The school is the biggest beneficiary of the educational supervision work." Liu Yuan, the principal of Shenmu No. 1 Primary School, said that the supervision has helped the school in all aspects. The school covers an area of 5 mu, but it has more than 3000 teachers and students. Under the coordination of the Shenmu City Supervision Office, this century old school located in the center of the old city has achieved the first "frontier expansion" since its establishment: Shenmu City relocated several units adjacent to the school, freeing up more than 7 mu of land for the school.

Education supervision lights up the road of balanced quality

"Go all over the mountains and rivers, and try every means to bring about changes." These doggerels vividly summarize the work of education supervisors at all levels in Shaanxi. Most of them are famous teachers, experts and famous principals. During the supervision, they traveled all over the province's schools above the teaching point, and talked about the advantages, disadvantages and suggestions of each school. Everywhere they went, there were gratifying changes in primary and secondary schools and kindergartens.

"It used to be a dusty house, and when it rained, the playground could not move for several weeks. Now, the teaching building is spacious and bright, and teachers have an apartment, so they don't worry about mice running around the bed when they sleep." Zhang Wenqing, a teacher of Qianxian Changliu Junior High School, has witnessed the school's transformation in the past 16 years. With the improvement of school running conditions, this rural school has regained its luster. The number of students on campus has increased from 596 in 2014 to 1178 today, and nearly half of the students flow from the county seat and other surrounding towns. "What everyone likes is the good school environment and high teaching quality," said Zhang Wenqing.

Looking at the 400m plastic track playground and the student dormitory that can accommodate more than 2000 people, Zhu Zhirong, vice principal of Yulin No. 3 Middle School, sighed: "Without educational supervision, it would be impossible to imagine all this."

The Suzhou Middle School originally affiliated to Yulin No.3 Middle School covers an area of only 76 mu, and has a junior high school and senior high school department. At most, there are more than 5500 students in 78 teaching classes, and the maximum class size exceeds 100. The serious shortage of school sports venues, limited departments and offices, and the shortage of teachers directly affect the physical and mental health of students and the development of the school. After investigation, the municipal supervision office reported to the city to separate junior high schools from senior high schools, invested more than 200 million yuan to build a new Yulin No. 3 Middle School covering an area of 182 mu, and equipped departments and offices according to provincial demonstration standards. Nowadays, students have more opportunities to do experiments by themselves. The activities of body, sound and beauty are carried out in a lively manner. Books are also "walking" from the library into classrooms and corridors. Reading is becoming a habit of students.

Recently, a special music class was held in Lueyang County, Hanzhong City. The teachers of Gaotai Primary School in the county town were having music classes, and the children at Maliushuzi Teaching Point of Jieguanting Town Central Primary School in the deep mountain also sang along.

"I have been here for more than 30 years. In the past, I took my students to play table tennis in physical education class and taught them to sing in music class. I was afraid of teaching my students out of tune because of my lack of five tones," said Li Xiujian, the principal of the Maliupuzi teaching point. Today, the teaching point and Gaotai Primary School will carry out synchronized classes and share high-quality educational resources every week according to the curriculum schedule by means of informatization.

There are numerous similar cases. From the loess plateau, Guanzhong Plain to Qinba Mountain Area, from urban schools to mountain village teaching points, with the education supervision, the balanced development of compulsory education in Shaanxi Province and the creation of "blank spots" for "double high and double popularization" are becoming less and less.
