   "After more than a year of efforts, the number of families of workers in need who have been registered by the existing trade unions nationwide in 2016 has decreased by more than 2 million compared with the same period last year." Wang Xiaofeng introduced at the special news conference on people's livelihood held by the General Assembly News Center that the trade unions actively carried out the "Two Festivals" send warmth activities, which widely benefited workers in need. Over the past five years, during the "Two Festivals", the trade union has raised a total of 20.21 billion yuan to send warm funds, and visited 42.82 million front-line workers, needy workers and migrant workers. In 2017 alone, the "Two Festivals" send warmth activity, the national trade union organized visits to 210000 enterprises and 4.2 million employees, realizing the full coverage of assistance to needy employees.    Poverty alleviation has always been an important and arduous task in the process of building a moderately prosperous society in an all-round way. As the "mother family" of the workers, the trade union has been working hard to prevent one worker from falling behind on the road to a well-off society in an all-round way. Over the past five years, the trade union has put "precision" into the whole process of solving the difficulties of difficult workers. Trade unions at all levels continue to promote the trade union brand work such as the "Warm Project", "Golden Autumn Student Aid", "Sunshine Employment", and "Women Workers Care Action". At the same time, they use fixed-point poverty alleviation to lay a good foundation, and combine the three points of labor competition, targeted assistance for migrant workers in difficulties, and pair assistance to become a useful practice in promoting poverty alleviation and development.    In order to implement the general requirements of the Central Committee of the Communist Party of China to win the battle against poverty and the important directive spirit of General Secretary Xi Jinping that "no one should fall behind on the road to a well-off life", the Yunnan Federation of Trade Unions, in accordance with the specific requirements of the All China Federation of Trade Unions, the Yunnan Provincial Party Committee and the provincial government, closely centering on the main line of "system guarantee" work, actively promote the poor workers in our province to solve their difficulties and integrate into the overall situation of poverty alleviation work in our province. The provincial federation of trade unions has made clear the general idea of carrying out the work of solving difficult problems for workers: that is, to establish two mechanisms around one main line and highlight three precisions. One main line is the main line of the system guarantee work, two mechanisms are the work contact mechanism between the trade union and the relevant government departments, and the connection and docking mechanism between the trade union and social resources, and three precisions are precise identification, precise implementation, and precise performance evaluation, so that "precision" runs through the whole process of difficult workers' difficulty relief.

   In view of this situation, in order to achieve the general goal of relieving difficult workers by 2020 and entering a well-off society with the people of the province, the Yunnan Federation of Trade Unions, in the process of leading the formulation of the Implementation Opinions, defined the specific standards for relieving difficulties, and further refined the work schedule from 2017 to 2019. That is to say, more than 30% of the employees with difficulties in filing and establishing cards will be relieved from difficulties every year, and the families of the employees with difficulties in filing and establishing cards will achieve "two guarantees and five guarantees" (that is, food, clothing, employment, medical treatment, schooling, social insurance, housing security) after precise assistance and system guarantee from relevant departments.

 

 

   In recent years, the Federation of Trade Unions of Inner Mongolia Autonomous Region has closely focused on the work deployment and requirements of the National Federation of Trade Unions on difficult workers' poverty relief, combined with the actual situation of our region, insisted on "precision" throughout the whole process of difficult workers' assistance and poverty relief, ensured the healthy and orderly progress of difficult workers' poverty relief, and achieved certain results.

   1、 Accurately identify and scientifically define, and ensure the accuracy of the objects to solve difficulties. At the beginning of 2016, there were 163000 needy employees in the district, including residents, farmers and herdsmen, retired employees and laid-off workers. In order to accurately identify the level and needs of needy employees, we mobilized trade unions at all levels in the district to re identify the needy employees through the "Five Step Accurate Identification Method".

   2、 Investigate and find out the causes, and ensure that the measures to solve difficulties are accurate. According to the survey, 40% of the 83000 needy workers have not been fully employed; Among more than 30000 households suffering from accidental poverty, 80% of them are due to illness. Among the families suffering from illness, 67.8% of them have been suffering from illness for more than two years, and 64.6% of them have spent more than 50000 yuan on medical expenses annually.

   3、 Take the opportunity to focus and make efforts to ensure the precise effect of solving difficulties. In order to accurately grasp the living conditions and actual needs of difficult workers, we also used "Internet+technology to break through the data barriers between the government and trade union organizations, and effectively improve the accuracy of poverty relief work.

 

 

   In accordance with the deployment requirements of the All China Federation of Trade Unions, the provincial party committee and the provincial government, the Shandong Federation of Trade Unions has listed the work of relieving difficult workers as one of the four key tasks of the provincial trade unions for two consecutive years. It has actively used information technology, integrated various resources, accurately matched the needs of difficult workers, and improved the effectiveness of assistance.

   1、 Adhere to the problem orientation and explore new carriers for solving difficulties. In the past two years, the trade unions at all levels of our province have taken the initiative to take the lead, and achieved good results in precisely helping and relieving the needy workers. The Provincial Federation of Trade Unions formulated and issued the Opinions on Carrying out the Work of Difficult Workers' Poverty Alleviation, put forward the work requirements of understanding the "five precisions" of poverty alleviation and eight specific measures, and cities have also done a lot of effective work in combination with the actual situation.

   2、 Adhere to scientific design and build a new platform for precise assistance. The provincial precision assistance system includes "one database, one platform and three terminals". "one database" refers to the database of difficult workers, which is the national trade union assistance management system currently in use; "One platform" refers to the management platform for precise assistance work; "Three terminals" are PC terminal, mobile APP and WeChat official account.

   3、 Adhere to coordinated promotion and improve the quality of information operation of targeted assistance. The precision assistance management system has built a platform for precision docking and precision assistance. However, to ensure the effective operation and play a role of the platform, we must also rely on a large number of coordinated operations and coordination under the platform to promote and implement.

 

 

   In recent years, the trade unions at all levels in Hunan Province have insisted on improving their skills and promoting employment and entrepreneurship as the fundamental solution to solve the difficulties of workers in need. Through the "double connection" ("government agencies linked to enterprises, government officials linked to workers in need") working mechanism, they have focused on the focus of employment assistance, implemented the "one household, one industry workers" training project, and promoted the transformation and development of enterprises, It has played an important role in helping enterprises and workers in difficulty to produce and live, and maintaining social stability. It has become a brand work with local characteristics and nationwide influence. In 2016, the provincial party committee cleaned up the provincial deliberative bodies, and the "double copy" was retained as one of the 23 provincial deliberative bodies.

   At the same time, the training project of "one household, one industry worker" was also included in the Implementation Opinions of the Provincial People's Government on Doing a Good Job in Employment and Entrepreneurship Work at Present and in the Future. As of August 2017, a total of 111200 government agencies above county level in the province have contacted 6064 enterprises, 206000 government officials have contacted 203500 needy workers, 416000 migrant workers (including needy workers) have been trained in the province, 318500 people have been employed after training, and 45500 people have been lifted out of poverty.

   First, adhere to the leadership of the Party Committee and promote from a high position. The leading group for the provincial "double federation" assistance and "one household, one industry worker" training project is headed by Wu Lan, the deputy secretary of the provincial party committee. The member units are composed of 18 government departments, and the office is located in the provincial federation of trade unions, forming a working mechanism of "unified leadership by the party committee, different departments performing their own duties, led by the trade union and coordinated by the society".

   Second, adhere to overall planning and coordination and optimize resources. Trade unions at all levels actively integrate social resources, coordinate the training resources scattered in the human resources and social security, education, agriculture, poverty alleviation and other departments, and implement centralized and coordinated use, eliminating the shortcomings of "doing things by themselves, separating different sections, and" scattering pepper "training funds, ensuring that training projects are not identical, training objects are not duplicated, and training funds are not scattered, which has amplified the benefits of fund use, It has formed the "fist" advantage of training.

 

 

   In recent years, the Federation of Trade Unions of the Autonomous Region, in accordance with the deployment requirements of the Party Committee of the whole autonomous region on the assistance of difficult workers, has promoted the government of the autonomous region to issue a document on the relief of difficult workers, established a mechanism for work coordination and big data sharing and comparison with civil affairs and other departments, focused on strengthening top-level design, implementing accurate archiving, and expanding assistance resources, and achieved good results.

   1、 Strive for the support of the party and government, and build a pattern of assistance with the cooperation of multiple departments. The Federation of Trade Unions of the Autonomous Region seized this favorable opportunity to report to the Party Committee and the government for many times on the work of difficult workers to overcome difficulties, further win the support of the Party and government, and lay the foundation for strengthening top-level design and strengthening source participation.

   2、 Implement big data information comparison and sharing, and implement accurate identification of difficult employees. In our practical work, we found that it is not enough to accurately identify the difficult workers' identities only by relying on the household survey of the grass-roots trade union and the income certificate issued by the work unit. Based on this, we took the initiative to strengthen communication with the Civil Affairs Department, carry out information comparison and sharing with the help of big data, and explore a new path for difficult workers to accurately identify.

   3、 We will promote paperless approval and enhance the level of intelligent work. While doing a good job in the routine basic work such as filing and card filing of employees in difficulty, the Federation of Trade Unions of the Autonomous Region, relying on the labor union's information management system for employees in difficulty, has promoted paperless approval of aid applications in response to the problems of the applicant's low cultural level, poor understanding, inconvenient movement, and too cumbersome traditional processes.

 

 

   1、 Deepen the understanding, plan ahead, and be the thinker and pioneer of the work of solving the difficulties of urban workers. The survey found that at present, the focus of the poor population in our city is in the countryside, but there are still some poor worker families in cities and towns with low income, serious illness, children going to school, and weak reemployment ability. This part of the group is difficult to rely on their own ability to solve difficulties.

   2、 Earnestly perform their duties, take the initiative, and lead the urban workers in difficulty to solve their difficulties with "five precisions". The Opinions clearly stipulates that the Municipal Party Committee Group Work Office and the Municipal Federation of Trade Unions take the lead in solving the difficulties of urban groups in the city. In accordance with the requirements of the Opinions, the Municipal Federation of Trade Unions formulated and issued work implementation opinions in a timely manner, putting the "five precisions", namely, accurate base, accurate reason, accurate willingness, accurate measures, and accurate performance, throughout the whole process of urban workers in difficulty, and listed this work as the "No. 1 Project" of the Municipal Federation.

   3、 Highlight the key points, take multiple measures simultaneously, and take the "six measures to solve difficulties" to help urban workers in difficulty solve their problems. Under the promotion of the Municipal Federation of Trade Unions, the municipal departments of human resources and social security, education, civil affairs, housing construction and other departments, starting from their own functions and advantages, fully implemented the "six measures" to help urban workers in difficulty to overcome difficulties.

   4、 Explore innovation, reform with determination, and introduce third-party supervision to create a sunny support environment. Since 2014, the Municipal Federation of Trade Unions has introduced volunteer work as a third-party supervision mode in the activities of "Two Festivals of Warmth" and "Golden Autumn Student Aid", which is mainly responsible for the household investigation and rescue suggestions of the applicants, and to promote the establishment of a fair, open and just assistance mechanism.

 

 

   In recent years, under the correct leadership of the Federation, Hubei Province and Yichang Municipal Party Committee, Yichang Federation of Trade Unions has actively adapted to the new requirements of "Internet+" and doing a good job in online mass work, insisted on relying on big government data, gave full play to the unique role of community grid administrators in visits and patrols, highlighted accurate comparison, fine archiving, and meticulous service, to carry out "Internet+" The work of helping needy employees has laid a solid foundation, and a new way to carry out the work of helping needy employees online and offline has been found.

   1、 Diversified construction of big data platform. Relying on this platform, with the employee ID card number and enterprise social credit code as the only identification, through the sharing and exchange platform, the employee personal information and enterprise organization information required by the trade union can be instantly connected with the basic information of the city's public security, human resources and social security, civil affairs, housing management, industry and commerce and other functional departments, realizing the social security, medical insurance, provident fund, subsistence security, housing Information such as private cars is instantly linked, and information such as enterprise scale, business scope, business status and employment status is intuitively reflected and synchronously displayed, so as to achieve the goal of changing the personal information and trade union organization information of employees in the city, including those in difficulty, from static and single management to dynamic and comprehensive management, providing accurate information support for helping.

   2、 Carry out accurate comparison in all directions. The exchange and sharing of information such as difficult employees with government big data and social public information has made trade union data support more solid, and the review of difficult employees has changed from offline to online.

   3、 Multi channel grid member team. At the beginning of each month, the Municipal Federation of Trade Unions regularly participates in the monthly work deployment meeting of the Municipal Grid Management Center. The Municipal Grid Management Center, in accordance with the work needs of the Municipal Federation of Trade Unions, assigns difficult staff visits to grid administrators. The grid administrator regularly visits the needy employees according to the list of needy employees provided by the Municipal Federation of Trade Unions, and uploads the information of needy employees through the "Visiting needy employees" module of E-Mobile. The interview contents are divided into three categories: no change, obvious improvement and obvious decline in the living conditions of the needy workers.    1、 Accurately find out the difficulties, establish a dynamic information management database of "one family, one file", and identify "who to help". The Municipal Federation of Trade Unions has set up a special leading group to benchmark one by one according to the requirements of the national federation and the provincial federation of trade unions on the standards for difficult workers to overcome difficulties, and clarify the leadership responsibilities, work promotion planning and system implementation requirements.

   2、 Accurately study and judge the causes of difficulties, formulate "one family one plan", and classify and refine "what to help". The Federation of Trade Unions of cities, counties and districts roughly classified the difficult workers, model workers and migrant workers under their jurisdiction in the form of regional network management according to the criteria of "temporary hardship caused by single factor" and "long-term deep hardship caused by complex factors"; Then, the staff of the three-level system of county, district, township, street, community and village neighborhood committees, enterprise trade unions and employee services (assistance) will be further refined to distinguish whether it is long-term poverty due to illness or temporary living difficulties due to accidents.

   3、 Precisely plan countermeasures and measures, implement "one household one measure", and focus on "how to help". The Municipal Federation of Trade Unions summarized the practical experience of civil affairs and people's livelihood and trade union assistance and assistance, and standardized the "five" assistance linkage measures, including policy systems, legal services, assistance and assistance, entrepreneurship and employment, and project services.

   The fourth is precise compaction mechanism management, positioning "one household, one responsibility", and implementing "who will help". The Municipal Federation of Trade Unions comprehensively uses the dynamic data of the "Archives of the All China Federation of Trade Unions for Difficult Workers" and the "Wuhu Staff Service Network", and implements the "one household, one responsibility" management system and mechanism through the "Contact Card for Difficult Workers to Solve Difficulties". The "electronic traces" of traceable and accountable work processes of electronic archives and network work logs force trade union organizations at each level Each trade union leader and the trade union's social chemistry author paired up to implement the responsibility of solving difficulties.

 

 

   On the surface, poverty is an economic problem, but in fact it is also a political problem. What tests is the governing ability and responsibility of party committees and governments at all levels. In addition, anti-poverty is also a social behavior, which requires the joint action of the whole society.

   The Dali Federation of Trade Unions is also thinking and exploring how to solve the problem of urban workers in difficulty and how to solve their dilemma. One is to solve the problem of "what ability to do" from the perspective of ability, and the other is to solve the problem of "how to do" from the perspective of methodology. After repeated thinking, the Dali Federation of Trade Unions felt that it was necessary to start from the position of the trade union itself, find the position and force of the trade union in the central work of the party committee and the government, and find a fulcrum to leverage the overall work.

 

 

   Focus: All difficulties will be solved by 2020. The "auspicious cloud sample" is the product of the combination of ideas and reality. What I want to do and what I want to do in trade union work is to focus on the focus first. Specifically, according to the requirements of the CPC Central Committee, the All China Federation of Trade Unions, and the Provincial Federation of Trade Unions, by 2020, all workers in difficulty will be free from difficulties and enter a well-off society together with the people of the country. However, there are still 2356 employees in difficulty in the prefecture, and the reasons for these employees' difficulties are complex. If only the trade union, with limited human, material, financial and other resources, it is difficult to fundamentally solve the difficulties.

   Locating the fulcrum: system integration. We also need to find a fulcrum to thoroughly solve the problem of difficult workers. Through systematic study of rural poverty alleviation experience, combined with scientific theoretical analysis, we found this fulcrum, which is system integration. That is, "led by the Party committee, led by the government, led by the trade union, and system integration".

   Do a good job in pilot: produce auspicious cloud samples. Can the practice of Xiangyun sample be used for reference, copied and promoted? We have replicated and promoted in Midu, Binchuan and Weishan counties, and achieved good results.

   Highlights: accuracy. The "Lucky Cloud Sample" has been widely replicated and promoted in Dali Prefecture, which is to grasp one key point - accuracy.

   Highlight: Revelation from Xiangyun samples. The process of "Xiangyun Sample" from incubation to promotion is the process of focusing on the focus, finding the right fulcrum, doing a good job in the pilot, highlighting the key points and highlighting the highlights.

 

 

   Weishan Yi and Hui Autonomous County is a minority autonomous county integrating mountainous areas, ethnic groups and poverty, and it is also one of the first 12 poverty relief counties in Yunnan Province. At present, there are 184 poor employees in the county who are seriously ill, have low income, are laid off and unemployed, and their children are enrolled in school. In order to solve the problem of difficult workers getting rid of difficulties, the county party committee and the government attach great importance to it. After the national, provincial and prefectural federation of trade unions made the work deployment of difficult workers getting rid of difficulties, we took the work of difficult workers getting rid of difficulties as an important part of the work of the whole county, and compacted the responsibility of not letting a difficult worker fall behind on the road to a well-off society in an all-round way on the government, It will be deployed, studied and implemented together with poverty alleviation.

   According to the five main causes of poverty for the poor workers in our county, we have studied and formulated one implementation opinion, one management method and six more operational special implementation plans for poverty alleviation, namely, employment and entrepreneurship of the poor workers, medical security, children's education assistance, social insurance system coverage, housing security, and social support security, to establish the main responsibility of precise implementation, and the coordination and linkage of departments Seven working mechanisms, including service responsibility list, paired assistance, supervision and accountability, assessment, reward and punishment, incentive, and capital investment guarantee, earnestly fulfilled the government's leading responsibility, strengthened the integration of resource systems, and took strong and effective measures to solve the difficulties of employees in the county.

 

 

   At the beginning of 2017, referring to the beneficial practice of the "auspicious cloud sample", the county party committee put forward six work steps, namely, "accurately identify and figure out the bottom number → the county party committee issues work opinions to establish a leading group → each group formulates implementation plans → issues assistance tasks to each group → files and registers cards → carries out paired assistance", to steadily promote the requirements of the county's difficult workers to overcome difficulties.

   In the reproduction and implementation of the "auspicious cloud sample", the Jinniu Town Federation of Trade Unions adheres to the role of "the first insider, the first reporter, and the first responsible person", highlighting the role of "trade union leadership". The trade union should take the lead. It goes without saying that it must first know why difficult workers are trapped and what to do is the key. Therefore, we made targeted home visits.
