This year, the CPPCC members Zhang Rong, Yang Wensheng and Hu Xuewen jointly submitted the Proposal on Promoting the Transformation of Old Solar Greenhouses, suggesting that our region should strengthen the transformation and upgrading of old solar greenhouses, tackle key problems with new technologies, and build non arable land and saline alkali land, and continue to promote the quality and efficiency of facility agriculture.

According to the proposal, by the end of 2021, the area of solar greenhouses in the whole region will cover 196000 mu, but there are still shortcomings in playing a role. The aging problem of solar greenhouses is prominent. There are 46900 buildings with a service life of more than 10 years, 118100 mu, accounting for 60.2% of the total greenhouse. The initiative to spontaneously transform old greenhouses is not high, Planters in non immigrant areas have chosen temporary reinforcement and maintenance due to large investment in reconstruction and maintenance, resulting in a large potential production safety hazard. Some solar greenhouses are empty and abandoned. 68300 solar greenhouses were put into production in the whole district, with a utilization rate of 93.4%. Because of the collapse and damage of walls and roofs to varying degrees, the lack of management and production capacity caused by young rural labor force working in cities, and the serious soil salinization caused by the continuous planting of facilities for many years, 6100 solar greenhouses were vacant, with a vacancy rate of 6.6%. Under the general situation of ensuring food security and protecting the ecological environment of the Yellow River basin, permanent basic farmland and general cultivated land are given priority to food production. There is a "land struggle" between the development of facility agriculture and food production. The scope of land for new facilities is reduced, and the problem of "difficult site selection and land use" is prominent, which restricts the large-scale development of facility agriculture.

Zhang Rong, the first proposer, suggested that experts should be organized to evaluate and reconstruct the old greenhouses that have exceeded the design service life, and the damaged but valuable old greenhouses should be upgraded to restore production performance; It is recommended to dismantle, rebuild or reclaim the greenhouses with no transformation value, serious damage and loss of production performance. The finance of the autonomous region integrates funds for rural revitalization, agricultural industrialization, and the expansion of village collectives, sets up special funds to provide policy support for the transformation of old greenhouses, and grants financial subsidies at a rate of 30% to promote the transformation and upgrading of old greenhouses.

An expert guidance group composed of scientific research institutes, technology promotion departments and facilities construction professional companies was established to research, develop, introduce and apply new wall materials, new skeleton materials, new greenhouse films, new thermal insulation quilts and other facilities construction materials and intelligent control equipment around facilities construction and old greenhouse reconstruction, and summarize a reproducible and promotable reconstruction model, Realize green and high-quality development of facility vegetables. We will increase support for new facilities, explore scientific utilization, and appropriately develop facility planting and breeding in saline alkali land that is not suitable for farming. Encourage the construction of new high standard solar greenhouses on non arable land and developable vacant land, expand the scale of facility construction, promote the steady development of facility vegetable industry, ensure the effective supply of "vegetable basket" products, and improve the emergency supply capacity of vegetables.
