Deeply understand the strategic consideration and historical mission of comprehensively governing the country according to law, and consciously become a firm believer and loyal practitioner of the socialist rule of law

The comprehensive rule of law is a strategic choice to profoundly summarize the experience and lessons of governance at home and abroad. General Secretary Xi Jinping pointed out that if the rule of law prospers, the country will prosper; if the rule of law declines, the country will be in chaos. Looking at the modern and contemporary world history, although some countries once achieved rapid development, they did not successfully enter the threshold of modernization, but fell into one or another "trap", resulting in stagnation or even regression of economic and social development, which is largely related to the weak and weak rule of law. From the perspective of the construction process of New China, we have not only achieved fruitful results in attaching importance to the rule of law, but also had a tortuous experience in ignoring the rule of law. Experience and lessons tell us that we must unswervingly enforce the rule of law and deepen the practice of rule of law.

Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with Comrade Xi Jinping at the core has put forward and formed the "four comprehensive" strategic layout from the overall perspective of adhering to and developing socialism with Chinese characteristics. Among them, building a moderately prosperous society in an all-round way is the strategic goal, and the comprehensive rule of law is an important guarantee. Only by giving full play to the role of the rule of law as a booster of economic development and a regulator of social operation can the goal of building a moderately prosperous society in an all-round way be achieved as scheduled. At the same time, to deepen the practice of governing the country according to law is to accelerate the construction of a socialist legal system with Chinese characteristics, promote the formation of a systematic, scientific, standardized and effective system, create a higher level of socialist institutional civilization, and make contributions full of Chinese wisdom to the progress of human institutional civilization.

We should firmly grasp the fundamental direction and overall idea of comprehensively governing the country according to law, and promote the construction of China under the rule of law to stride forward along the right path.

The socialist road of rule of law with Chinese characteristics is, in essence, the concrete embodiment of the socialist road with Chinese characteristics in the field of rule of law. The core of this road is to adhere to the leadership of the Communist Party of China and the socialist system with Chinese characteristics. Practice has proved that only the Communist Party can save China. Adhering to the leadership of the Party is the most fundamental guarantee for the socialist rule of law. Adhering to the dominant position of the people must implement the whole process of governing the country according to law to reflect the interests of the people, reflect their aspirations, safeguard their rights and improve their well-being. China's Constitution confirms the leadership of the Communist Party of China in the form of the fundamental law of the country. Therefore, to adhere to the rule of law, we must first adhere to the rule of constitution, and to adhere to the rule of law, we must first adhere to the rule of constitution. The foundation of the Constitution lies in the people's sincere support, and the great power of the Constitution lies in the people's sincere belief.

Law is the key to governing a country, and good law is the premise of good governance. Legislation, law enforcement and judicial activities should reflect the requirements of socialist morality. In this chapter, General Secretary Xi Jinping profoundly expounded the relationship between good law and good governance, and clearly pointed out the development direction of socialist rule of law. General Secretary Xi Jinping stressed that it is necessary to accurately grasp the overall layout of the work of promoting the rule of law, adhere to the common promotion of the rule of law, rule by law, and administration by law, and adhere to the integrated construction of the rule of law country, the rule of law government, and the rule of law society. Throughout the history of human political civilization, power is a double-edged sword, which can benefit the people on the track of the rule of law, while exercising it outside the law will inevitably harm the country and people. The so-called cage of power into the system is to set power, regulate power, restrict power and supervise power according to law. In our country, laws are the requirements for all citizens, and the laws and regulations within the Party are the requirements for all Party members. We must adhere to the principle of governing the country by law and the Party by system, and governing the Party by rules in an integrated way. General Secretary Xi Jinping pointed out that the world is safeguarded by law and the people are nourished by virtue. Therefore, we should not only attach importance to the normative role of the law, but also attach importance to the role of moral education, so that the ancient Chinese governance wisdom of the rule of law and morality will radiate new vitality in the new era.

We will comprehensively promote scientific legislation, strictly enforce the law, impartially administer justice, and ensure that all people abide by the law, and strive to write a new chapter in the socialist rule of law with Chinese characteristics in the new era

General Secretary Xi Jinping stressed that we should adhere to the principle of legislation first, play a leading and promoting role in legislation, seize the key to improving the quality of legislation, and strive to make every piece of legislation conform to the spirit of the Constitution, reflect the will of the people, and be supported by the people. These important statements scientifically reveal the laws and characteristics of legislative work, and clearly put forward the direction, objectives and requirements of legislative work. In this chapter, General Secretary Xi also stressed that governments at all levels must strictly administer in accordance with the law and earnestly perform their duties. They must properly manage and put in place the things that should be managed, and the power that should be delegated must be fully put in place. They must resolutely overcome the misplacement, offside and vacancy of government functions.

General Secretary Xi Jinping requested that the law popularization and law-abiding by the whole people should be regarded as the long-term basic work of governing the country according to law, in-depth legal publicity and education should be carried out, the socialist spirit of the rule of law should be carried forward, and the masses should be guided to find the law in case of trouble and rely on the law to solve problems; Fully mobilize the enthusiasm and initiative of the people to devote themselves to the practice of governing the country according to law, so that compliance with the law, faith in the law, law-abiding, usage and protection of the law become the common pursuit of all the people. The lawyer team is an important force for running the country according to law, and firmly supporting the political leadership of the Party is the basic requirement for carrying out legal services. Through learning, I will further combine the performance of duties with my own duties, adhere to political guidance, and be an active promoter of comprehensive rule of law.
