In the past, the national plan management of construction land has been implemented for more than 20 years. Now, through pilot projects, the rigid approval system can be changed into a relatively flexible guiding management system. The significance of this change lies in that the provincial government has greater autonomy in promoting economic development and adjusting the annual land supply plan, which provides an important driving force for local economic development through the reallocation of construction land resources. The delegation of approval authority is the general trend of reforming the management system of the planned economy in the past, so this reform promoted by the Ministry of Natural Resources is also in line with one of the reform contents that the country needs to deepen in the future land management system. Although this reform does not seem to have taken such a big step, it is just a breakthrough in terms of approval authority, but it also shows that steadily advancing the reform is of great practical significance to the current economic and social development. Especially when the local government has a strong motivation for the rapid expansion of land demand, how to promote this reform, from both the approval process and the pilot, is still full of prudence. The first choice is to break through the examination and approval process, that is, to delegate the matters within the scope of the land use planning to the provincial government, which should not have too much impact. However, in terms of basic farmland and cultivated land adjustment scale, the pilot project is only conducted in economically developed areas, which means that we should adopt the strategy of adjusting measures to local conditions and classifying guidance, encourage the development of advantageous areas, release the development potential, and provide constraints for the pilot project for one year. For some provinces and regions that are trying to use additional construction land to continue to develop real estate, it may be necessary to strictly control the scale of land use and strengthen management procedures to prevent the promotion of a new round of real estate boom. To steadily advance the reform of the land use approval system, it is necessary to further improve the understanding that the basic policy of the state on protecting basic farmland and strictly controlling the occupation of cultivated land remains unchanged; The strategic goal of transforming from extensive urbanization development model to intensive model remains unchanged; The requirements for actively using the stock of construction land resources and more effective use of land resources to drive economic growth remain unchanged; The policy orientation of focusing on industrial development and preventing excessive dependence on real estate development remains unchanged.
