Preparation Method for Capital Construction Documents of Highway Engineering
1 General Rule 1.0.1 The Measures are applicable to capital construction projects of new and reconstructed (expanded) highway projects, and large and medium maintenance projects of highway maintenance can be implemented by reference. The design documents of cable-stayed bridges, suspension bridges and other special structures shall be prepared according to the requirements of relevant methods. 1.0.2 Highway engineering design documents are an important basis for arranging construction projects, controlling investment, preparing bidding documents, organizing construction and completion acceptance. 1.0.3 The preparation of design documents must implement the relevant national policies and guidelines, and be carefully designed in accordance with the capital construction procedures and relevant standards, specifications and procedures to achieve objectivity, fairness and accuracy. 1.0.4 The design must implement the design concept of "safety, durability, economy and harmony". The principle of adapting measures to local conditions and using local materials should be followed; Combine the economic and technical conditions of our country and absorb the comprehensive economic, social and environmental benefits at home and abroad. 1.0.5 Scheme comparison and selection must be fully carried out in the design. For the scheme that is difficult to choose and has a great impact on investment, the technical and economic comparison and selection of the same depth shall be carried out to determine a reasonable design scheme. The demonstration and comparison of traffic organization design scheme during construction shall be carried out for the reconstruction (expansion) project of expressway and first-class highway. 1.0.6 When the highway capital construction project is constructed by stages, the overall design should be done well, the design should be done at one time, and the implementation should be carried out by stages. The interconnection between the former and the latter works should be handled well to avoid project abandonment. 1.0.7 When a construction project is designed by two or more units, one design unit shall be responsible for the overall design, unify the design principles, prepare the instructions, draw the overall design drawings, prepare the main bill of quantities, compile the general estimate (budget), and coordinate the preparation of unified documents. 1.0.8 The adoption of engineering quota and the preparation of budget estimate and budget shall be handled according to the different requirements of the design stage and the provisions of the current "Quota of Highway Engineering Budget Estimate", "Quota of Highway Engineering Budget" and "Method for Preparation of Highway Capital Construction Engineering Budget Estimate" issued by the Ministry of Communications. 1.0.9 The preparation of design documents for capital construction projects of highway engineering must be completed by design units and individuals with corresponding qualifications, and they must be responsible for the design quality.
