1、 The pricing of construction projects in Liaoning Province is based on the Cost Standard of Construction Projects (hereinafter referred to as the cost standard), which is a state-owned investment or state-owned investment based construction project. The basis for the preparation of bill of quantities, bidding control price, construction drawing budget, and project completion settlement; It is the basis for evaluating the rationality of bidding quotation; It is the basis for mediating and handling project cost disputes and disputes, auditing and judicial expertise; It is the basis for the preparation of investment estimation index, budgetary estimate index and budgetary estimate quota. When using this cost standard for construction projects invested by non-state-owned funds, the project pricing shall follow the provisions of this quota. 2、 This cost standard is used in conjunction with the 2017 Liaoning Province Housing Construction and Decoration Engineering Quota, Assembled Construction Engineering Quota, Green Building Engineering Quota, General Installation Engineering Quota, and Municipal Engineering Quota. 3、 The enterprise management fees and profits in this cost standard are included in the comprehensive costs of various professional project quotas in Liaoning Province in 2017. 4、 All expenses in this expense standard do not include VAT deductible input tax. 5、 Civilized construction cost, environmental protection cost, rainy season construction cost, winter construction cost, municipal engineering construction interference cost, enterprise management cost and profit in this cost standard are the basic rates of social average. The bidder shall determine the rate by itself when signing the construction contract for the bidding quotation or non bidding project. If there is no agreement or the agreement is unclear in the contract, it shall be deemed that the standard rate standard of this expense shall prevail. 6、 The safety construction fees and fees in this cost standard are the lowest rates. When bidding, the bidder can raise the fees according to the actual situation of the project and the enterprise itself, but the fees should not be higher than the regulations of the local personnel department. 7、 When preparing the bidding control price, the bidding control price rate standard in this expense standard shall be followed. 8、 The cost standard does not divide into enterprise level, project scale and contracting mode, and the corresponding costs are calculated according to the relevant provisions of the cost standard. 9、 The comprehensive unit price in the valuation of bill of quantities shall be calculated according to the enterprise management fee and profit calculation method in the "Engineering Cost Charging Procedure Table" of this cost standard, and the risk composition comprehensive unit price shall be considered. 10、 In this cost standard, "above ×××" does not include ××× itself, and "below ×××" includes ××× itself. The cost of divisional and subdivisional works, measure items and other items includes labor cost, material cost, construction equipment use cost, enterprise management cost and profit, and the composition of all costs does not include deductible input tax. (1) Cost of divisional and subdivisional works: refers to the costs that should be listed for divisional and subdivisional works of various professional works. 1. Professional projects: refer to housing construction and decoration projects, general installation projects, municipal projects and other projects classified according to the current national measurement specifications. 2. Divisional and subdivisional works: refer to the projects divided into professional works according to the current national measurement specifications. Such as earthwork, foundation treatment and slope support, pile foundation, masonry, etc. (2) Measure project cost: refers to the cost of technology, living, safety, environmental protection, etc. incurred before and during the construction of the project to complete the construction of the construction project. The contents include: 1. Technical measure cost: it refers to the measure items that can be measured by non engineering entities and consumed in the construction process, as specified in the project quota, and is included in the cost of divisional and subdivisional works. The contents include: (1) Cost for mobilization, demobilization, installation and demolition of large mechanical equipment: refers to the cost for mobilization, demobilization, installation and demolition of large mechanical equipment listed in the project quota. (2) Cost of concrete, formwork and support: it refers to the cost of installation, removal and transportation of various steel formwork, wood formwork and support required in the concrete construction process. (3) Scaffold cost: refers to the cost of erection, dismantling and transportation of various scaffolds required for construction. (4) Vertical transportation cost. (5) Construction drainage and well point dewatering. (6) Temporary facility cost: refers to the cost of temporary buildings, structures and other temporary facilities for living and production that must be erected by the construction enterprise for the construction of the construction project. Including the erection, maintenance, demolition, cleaning or amortization costs of temporary facilities such as hard cover, temporary fence, gate, temporary building, temporary pipeline installation, etc. (7) Other projects 2. General measure items: those that are not included in the measure items specified in the project quota and cannot be measured. In order to complete the construction of the project, the costs incurred before and during the construction of the project that are not project entities are incurred in general projects. The contents include: (1) Safe construction cost: refers to all costs required for safe construction on the construction site. (3) Construction cost in rainy season: it refers to the cost of temporary facilities, anti-skid, rainwater drainage, labor and construction machinery efficiency reduction that need to be increased during construction in rainy season. 3. Other measure items refer to those that are not included in the measure items specified in the project quota and cannot be measured. In order to complete the construction of the project, the cost incurred before and during the construction of the project is not the cost of the project entity, which only occurs under specific projects or special conditions. The contents include: (1) Additional cost for night construction: refers to the night shift subsidy, night construction efficiency reduction, amortization of lighting equipment and lighting electricity costs incurred for night construction. (2) Secondary handling cost: it refers to the cost of secondary or multiple handling of materials, components, semi-finished products, etc. that cannot reach the stacking place due to the constraints of the construction site. (3) Winter construction cost: it refers to the cost of temporary facilities, anti-skid, snow removal, labor and construction machinery efficiency reduction that need to be increased in winter (three consecutive days under 5 ℃). (4) Cost of completed works and equipment protection: refers to the cost of necessary protective measures taken for completed works and equipment before completion acceptance. (5) Municipal engineering construction interference cost: the cost of protection and protective measures incurred during the construction of municipal engineering due to the interference of traffic, vehicles and pedestrians while maintaining the construction. (3) Other project costs 1. Provisional sum: refers to a sum of money tentatively included in the project contract price in the bill of quantities by the construction unit. Materials not determined or unforeseen at the time of signing the construction contract
