2.3.1 Supervision work in the construction preparation stage: 1. Skillfully master the construction drawings, be familiar with the relevant design documents, and put forward written comments and suggestions to the design unit through the construction unit for the problems existing in the drawings. Organize the owner, design unit and contractor to review the drawings and participate in the design disclosure meeting organized by the construction unit. 2. Review the report form of construction organization design (scheme) submitted by the Contractor, focus on the supervision of the organization of construction scheme, labor, materials, mechanical equipment, and measures to ensure project quality, deposit, construction period, cost control, etc., and put forward supervision opinions to the Employer. 3. Review the quality management system, technical management system and quality assurance system of the on-site project management organization of the construction contractor, review the quality management, technical management and quality assurance organization, review the quality management and technical management system, and review the full-time personnel (such as project manager, constructor, quality safety officer, documenter, inspection submitter, etc.) And special operators (such as electricians, welders, tower crane operators, derrick operators, mixer operators, mortar machine operators, etc.). 4. Review the qualification report form of subcontractors and relevant qualification data of subcontractors submitted by the construction contractor. Focus on reviewing the business license, enterprise qualification grade certificate, special industry construction permit of the subcontractor, reviewing the performance of the subcontractor, reviewing the content and scope of the proposed subcontracting project, and reviewing the qualification certificate and work permit of the full-time management personnel and special operation personnel of the subcontractor. 5. Check the surveying and setting out control results and protective measures submitted by the construction contractor, and check the post certificates of full-time surveying personnel of the contractor and the verification certificates of surveying equipment; Review the verification results of control piles, protection measures of control piles, and survey results of horizontal control network, vertical control network and temporary benchmarks. 6. Review the project commencement application form and relevant data (including construction permit, etc.) submitted by the construction contractor. When the conditions for commencement are met, the Chief Supervision Engineer shall issue the commencement order and report it to the Employer. 7. Attend the first site meeting hosted by the Employer, introduce the supervision organization, personnel and their division of labor, put forward opinions and requirements on the construction preparation of the construction contractor, introduce the main contents of the supervision plan, study and determine the main personnel of each party participating in the site meeting during construction, and hold the site meeting period, location and main topics. Be responsible for drafting meeting minutes, which shall be countersigned by representatives of participating parties. Establish document receiving and sending account.
