Zhang Quan, Director of the Municipal Environmental Protection Bureau, said that Shanghai will strive to achieve negative growth in total coal consumption by 2017.

Control total energy consumption

The Measures (Revised Draft) stipulates that the total amount of energy consumption should be reasonably controlled, the total amount of coal consumption should be gradually reduced, the energy structure should be improved, central heating should be developed, and the production and use of clean energy should be promoted; It is prohibited to build new facilities burning coal, heavy oil, residual oil, petroleum coke and other highly polluting fuels; With the exception of power station boilers and steel kilns, existing facilities that burn highly polluting fuels should switch to natural gas, liquefied petroleum gas, electricity or other clean energy within the prescribed time limit.

The reporter noted that the Measures (Revised Draft) added provisions on total amount control. In addition to the general requirements for Shanghai to control the total amount of energy consumption, the relevant departments were also required to formulate goals and control measures to implement the reduction of total amount of coal consumption at the municipal and district levels.

In addition, since volatile organic compounds are an important condition for the generation of PM2.5, the revised draft also refers to the content labeling of volatile organic compounds. Shanghai encourages the production and use of raw materials and products with low VOC content.

Double punishment system touches the pain of the main body of pollution

The revised draft clarifies the "double punishment system" for the punishment of the subject of environmental pollution. In addition to punishing polluting enterprises as usual, the revised draft also stipulates that environmental protection and other relevant departments can impose a fine of more than 5000 yuan but less than 100000 yuan on the main person in charge and the person directly responsible of the unit. For those who refuse to implement the decision of stopping pollution discharge, the revised draft makes it clear that the municipal or district/county environmental protection department can report to the people's government at the same level to stop production or shut down, and the relevant water supply, power supply, gas supply and other units should cooperate.

Members of the Standing Committee considered that the "double punishment system" really touched on the "pain" of the main body of pollution and was conducive to strengthening source control.

Build heavy pollution weather warning system

According to the revised draft, Shanghai will establish a heavy pollution weather warning mechanism. The municipal environmental protection department shall, in conjunction with the municipal meteorological and other relevant administrative departments, draw up an emergency plan for severe air pollution weather in Shanghai based on the atmospheric environment quality, which shall be implemented after being submitted to the municipal people's government for approval. If the atmosphere is seriously or seriously polluted, the Municipal People's Government shall, according to the emergency plan, take emergency measures such as suspending or restricting the production of pollutant discharging units, and make a public announcement. Relevant units and individuals shall obey and cooperate.
