Second, pension institutions with large scale and insufficient medical resources in the surrounding areas can apply for the establishment of medical institutions, but they need to obtain a practice license according to law. Third, the elderly care institutions have medical institutions within them, and those who meet the conditions can apply for inclusion in the designated medical insurance range, and encourage the elderly care institutions to sign cooperation agreements with the nearby designated medical insurance units. Fourth, elderly care institutions that run nursing homes, rehabilitation hospitals and medical institutions that provide hospice care services can give priority to approval; If there is a need for technical support, relevant departments will assist in establishing a support, consultation or referral mechanism with surrounding hospitals.

Xu Junfeng, head of the Primary Health Department of the Beijing Municipal Health Bureau, told reporters that in order to better provide services for community elderly care, Beijing proposed the "community rehabilitation elderly care" model, which is family doctor service. The elderly in need of services will sign a contract with doctors, which is conducive to stabilizing the relationship between doctors and patients and facilitating doctors to master the overall health status of patients; On the other hand, doctors are responsible for the health management of the contracted elderly. If the elderly are not ill but have a risk of illness, doctors are also responsible for handling the problem. The overall goal of Beijing's Implementation Measures on Accelerating the Construction of Elderly Care Institutions is that by 2020, the number of elderly care beds in Beijing's elderly care institutions will reach 160000, with 40 beds for every 1000 elderly people.
