The establishment of post responsibility norms for civil servants is an important part of deepening the reform of the cadre and personnel system, and is the basic guarantee and effective means to realize the refined and scientific management of civil servants. According to the deployment of the National Civil Servant Bureau, Jiangsu Civil Servant Bureau actively explored the pilot project of regulating the post responsibilities of civil servants in the administrative law enforcement agencies, initially explored the establishment of the system of regulating the post responsibilities of civil servants in the local tax, prison and other systems, and made pilot applications in the recruitment, training, exchange, promotion and other links of civil servants, and achieved positive results.

First, organize forces to carry out research on key topics. Entrusted by the National Civil Service Bureau, from the second half of 2011, Jiangsu Provincial Civil Service Bureau, Local Taxation Bureau, Prison Administration Bureau and the School of Government Management of Nanjing University have transferred backbone forces to form a key research team to carry out thematic research on the topic of "establishing the norms of civil servants' job responsibilities" through literature retrieval, individual interviews, questionnaires, case analysis and other methods, A special research report of more than 70000 words has been formed. The report includes "the template of job responsibility specification for civil servants", "establishment steps and procedures", "evaluation elements and methods", and "follow-up management system connection and matching", which provides theoretical support and practical guidance for grass-roots administrative law enforcement agencies to establish and use job responsibility specifications. In the first half of this year, we organized and carried out an applied research on the job responsibility specification of civil servants in the administrative law enforcement category. From the perspective of empirical research, we explored ways and means to combine the job responsibility specification of civil servants with recruitment, salary, promotion, training and other links.

The second is to implement the pilot project of establishing job responsibility specifications. In accordance with the principle of "pilot first and then push forward, part first and then the whole, grass-roots first and then the organ", select some grass-roots units of the local tax and prison system to carry out the pilot of establishing job responsibility specifications. Guide pilot units to conduct in-depth job analysis, refine and sort out job responsibility standards, quantify job qualifications and ability requirements, use common evaluation elements for reference to carry out job evaluation, and strive to build a job responsibility specification system with distinctive department (industry) characteristics in accordance with the idea of "setting posts based on events, defining responsibilities based on posts, defining standards based on responsibilities, selecting people based on responsibilities, and matching people with posts". Nanjing Local Taxation Bureau has set up a leading group to focus on tackling key problems, and has prepared the post responsibility specification documents covering 75 posts in grass-roots stations, forming the Post Responsibility Specification Manual, which serves as the basis for daily personnel management and has achieved good results. Jiangsu Provincial Prison Administration organized the pilot prisons to carry out a serious job survey and analysis, and took the lead in clarifying and standardizing the internal institutions of prisons, post responsibilities, work standards and processes of police in the national prison system, thus improving the refinement level of management.

Third, play the role of standardizing the basic management effectiveness. In conjunction with the Jiangsu Provincial Prison Administration Bureau to guide the pilot prisons, we will combine the standardization of job responsibilities with the strengthening of the classified management of civilian police, and explore the establishment of a differentiated training model to improve the legal literacy of middle-level leaders, the comprehensive ability of deputy leaders, and the professional ability of front-line police. In conjunction with Jiangsu Local Taxation Bureau, Nanjing Local Taxation Bureau was guided to study and draft the Standardized Management Measures for Civil Servants' Post Responsibilities, and the pilot units were guided to closely combine the training content with the ability required by post responsibilities according to the professional management requirements, and vigorously carry out professional, personalized and differentiated training; With the post responsibility specification as the reference, determine the job conditions, and actively explore the quantitative evaluation of responsibility performance, work performance, quality and ability in cadre selection.

Next, Jiangsu will, on the basis of summing up the experience of the pilot project of post responsibility regulation, actively play the coordinating role of the system and line and the main role of employers, further study and use it as a supporting policy measure for classified management and daily management of civil servants, so as to make post responsibility regulation a basic management system with rigid binding force.
