Article 1 In order to strengthen and standardize the management of the provincial network civilized volunteers, and promote the healthy development of the network cultural cause in our province, the Measures are formulated in accordance with the principle of easy operation and high efficiency.
Article 2 The provincial network civilized volunteers referred to in these Measures refer to those who use their time, skills and other resources to provide services and help for the construction of network culture in our province without material remuneration as the purpose.
Article 3 The purpose of developing cyber civilized volunteers is to use various advanced means of the Internet to spread civilization and lead the fashion in cyberspace, promote the construction of citizens' morality, and promote the construction of the socialist core value system.
Chapter II Organizational Structure
Article 4 The Provincial Publicity Office (Provincial Cyberspace Office) and the Provincial Youth League Committee are the competent units of the provincial network civilization volunteer work. The provincial network culture association and the provincial volunteer association are the daily management and business guidance units of the provincial network civilized volunteer work, specifically guiding the provincial network civilized volunteer team to do a good job in the daily work of organizing and recruiting volunteers, business training, assessment and incentive, guarantee services, and so on.
Article 5 The provincial network civilization volunteer team is the working organization of the provincial network civilization volunteers and the group member of the provincial volunteer association. Its office is located in the provincial network culture association. The provincial network civilization volunteer team has two team leaders and several deputy team leaders to be responsible for the work of the team; Set up publicity, review, public welfare, technology and other groups to implement specific tasks; In accordance with the principle of territorial management, each city and county (city, district) is responsible for setting up its own detachment and brigade, which are managed at different levels. At the same time, the provincial Internet Civilization Volunteer Corps is responsible for the establishment of the provincial detachment.
Chapter III Basic Conditions, Recruitment Methods, Rights and Obligations
Article 6 Basic Conditions
Online civilized volunteers must also meet the following conditions:
(1) Citizens who have reached the age of 18;
(2) Personnel who comply with the laws and regulations of China;
(3) Personnel familiar with basic Internet operation technology;
(4) People who are enthusiastic about public welfare undertakings and have dedication and service ability;
Under the same conditions, the following personnel are preferred: personnel who often communicate with Internet users and have certain influence on the Internet; People with a sense of social justice and an objective and fair view of problems; Network management personnel and professional technicians with high network skills; Personnel who have strong written expression ability and are familiar with "Internet language".
Article 7 Recruitment Methods
(1) Recruitment is carried out in two ways: organizational recruitment and social recruitment;
(2) The organization of recruitment will directly recruit volunteers from government agencies, enterprises and institutions, schools, social organizations and other units;
(3) Social recruitment will be carried out through the online civilized volunteer work platform and the main news media to release recruitment information, and volunteer groups and individuals will be accepted to register.
Article 8 Rights
(1) Obtain the identity certificate of network civilized volunteers;
(2) Obtain relevant information about the network civilized volunteer service activities;
(3) Obtain the necessary conditions and security related to the voluntary service activities;
(4) Put forward suggestions, criticism and supervision on the work of volunteer service organizations;
(5) Have the right to report online illegal acts, bad information and supervise online uncivilized acts, and report the situation to the government supervision department in various forms;
(6) Have the right to participate in relevant education, training and hearings;
(7) Be entitled to relevant rewards and guarantees;
(8) Have the right to withdraw from the network civilized volunteer service organization freely.
Article 9 Obligations
(1) Abide by laws, regulations and relevant regulations of network civilized volunteer service organizations;
(2) Fulfill the commitment of volunteer service and obey the arrangement of network civilized volunteer service organization;
(3) Respect the voluntary service objects, keep their privacy and secrets, and do not damage their legitimate rights and interests;
(4) Maintain the image and reputation of volunteers and volunteer service organizations, do not engage in profit-making activities or other activities that violate social ethics as volunteers, and do not collect or disguised remuneration from volunteers;
(5) Those who need to quit the volunteer service work shall apply to the volunteer service organization 3 days in advance before quitting.
Chapter IV Main Responsibilities
Article 10 Main Responsibilities
(1) Publicize Internet laws, regulations, civic ethics and social ethics;
(2) Supervise and report online illegal acts and obscene, pornographic and other harmful information;
(3) Review and report the uncivilized behaviors on the Internet;
(4) Participate in network public welfare activities to serve the society and the masses;
(5) Participate in online discussions and advocate rational and civilized speeches;
(6) Participate in the network civilization creation activities, and provide suggestions for the network culture construction and management of our province.
Chapter V Guarantee and Evaluation
Article 11 Training
According to the work needs, the network civilized volunteers, especially the backbone network civilized volunteers, will be trained in volunteer ideas, business knowledge, work skills and other aspects.
Article 12 Funds
The funds for voluntary service of network civilization shall be raised by the Foreign Publicity Office (Cyberspace Office) at all levels. The main sources of funding are: government financial support; Social donation; Subsidy of volunteer service objects; Other legitimate income.
Article 13 Supervision
Voluntary service funds shall be earmarked for specific purposes and subject to the supervision of relevant departments and network civilized volunteers.
Article 14 Evaluation
Conduct annual evaluation on the work of network civilized volunteers, and reward those who are excellent in their work.
(1) Assessment content
According to their job responsibilities, the network civilized volunteers independently carry out volunteer service work and participate in the centralized work of volunteer service organizations.
(2) Reward mechanism
According to the workload and completion quality of the network civilized volunteers, select individual and collective excellent network civilized volunteers for award.
(3) Exit mechanism
For volunteers who do not implement the relevant regulations, do not participate in the network civilization construction activities for a long time or fail to meet the work requirements, an exit mechanism will be implemented to cancel the qualification of network civilization volunteers.
Chapter VI Supplementary Provisions
Article 15 The right to modify, change and interpret these Measures belongs to the Provincial Party Committee's Foreign Publicity Office (Provincial Cyberspace Office) and the Provincial Youth League Committee.
Article 16 These Measures shall come into force as of the date of promulgation.
