Since the implementation of the pilot reform of the national unified teacher qualification examination system for primary and secondary schools (including kindergartens, the same below), good results have been achieved, The following plan is formulated for the reform of the national primary and secondary school teacher qualification examination exemption for educational postgraduates and public funded normal students (hereinafter referred to as the reform of the examination exemption accreditation), and some key contents of the plan are presented for the reference of the majority of examinees:

(1) Specify the scope of examination exemption certification

From 2021, institutions of higher learning that enroll educational postgraduates and public funded normal students can participate in the reform of examination free accreditation. Institutions of higher learning implementing the reform of examination free accreditation should carry out education and teaching ability assessment for their educational postgraduates and public funded normal students according to the classification of training objectives. Graduates of 2021 and later years who pass the assessment can be exempted from some or all subjects of the national primary and secondary school teacher qualification examination based on the assessment results of education and teaching ability.

Note: 1. The educational postgraduate referred to in this program refers to education Academic degree postgraduates (specialty code 0401), education degree postgraduates (specialty code 0451) and Chinese international education degree postgraduates (specialty code 0453).

2. The "free normal students" referred to in this plan refer to the normal students who signed the "Free Education Agreement for Normal Students" with the training school and the education administrative department before entering the school, and enjoy the national or local free education policy for normal students.

(2) Strengthening the construction of teacher training majors

Institutions of higher learning that implement the reform of examination free accreditation should strengthen the construction of teacher training majors. The training program of teacher training majors should meet the requirements of teacher education curriculum standards, and integrate the national standards and syllabus of primary and secondary school teacher qualification examinations into daily teaching, academic examinations and related training.

(3) Classify teaching sections and disciplines

1. For educational postgraduates and public funded normal students who take kindergarten and primary school teachers as training objectives, participate in the education and teaching ability assessment organized by the school itself. Those who pass the examination shall apply for recognition of the corresponding qualifications of kindergarten and primary school teachers according to the subjects of the professional ability test of teachers of normal students in the school.

2. Educational postgraduates and public funded normal students who aim to train junior middle school subject teachers, senior middle school subject teachers, secondary vocational culture subject teachers and secondary vocational professional teachers shall participate in the education and teaching ability assessment organized by the school itself. Those who pass the examination shall apply for the qualification of teachers in junior middle schools, senior middle schools and secondary vocational schools in the corresponding teaching disciplines according to the subjects and training objectives of the professional ability test for teachers of normal students in the school.

3. For education postgraduates and public funded normal students who take junior middle school teachers, senior middle school teachers, and secondary vocational school teachers as training objectives but whose majors are not clear about teaching disciplines and majors, they should take a written examination of "subject knowledge and teaching ability" in the assessment of education and teaching ability organized by the school itself. Among them, the subjects that have already been examined in the national primary and secondary school teacher qualification examination should participate in the written examination "Subject knowledge and teaching ability" of the national primary and secondary school teacher qualification examination; If the national qualification examination for primary and secondary school teachers is not unified, the school shall organize and implement the unified proposition in the professional ability test for teachers of normal students. If the school passes the examination of education and teaching ability, it shall apply for the qualification of teachers in junior middle schools, senior middle schools and secondary vocational schools that are consistent with the "subject knowledge and teaching ability".

(4) Issuing the Certificate of Professional Competence of Normal Students and Teachers

1. Institutions of higher learning that implement the reform of examination free accreditation should strictly control the quality of talent training. For educational postgraduates and public funded normal students who pass the assessment of educational and teaching abilities, the president should sign and issue the Certificate of Professional Competence of Normal Students and Teachers, and affix the official seal of the school. The term of validity of the Certificate of Professional Competence for Teachers of Normal College Students is 3 years. The content includes ideological and moral character, teacher's morality, teaching period and teaching subjects, and the beginning and ending time of the term of validity. The Ministry of Education shall formulate a unified model.

2. The type of teacher qualification and teaching discipline recognized without examination shall be the same as the teaching section and teaching discipline in the Certificate of Professional Competence for Teachers of Normal Students. Educational postgraduates and public funded normal students can only obtain one Certificate of Professional Competence for Teachers of Normal Students when they are studying in the same university and at the same academic level. The Professional Competence Certificate for Teachers of Normal University Students can only be used once within the validity period. If you apply for the qualification of teachers in other school periods and disciplines, you will not be exempted from the examination and must participate in the national primary and secondary school teacher qualification examination.

According to the principle of voluntariness, educational postgraduates and public funded normal students can also participate in the national primary and secondary school teacher qualification examination on their own and apply for the corresponding teacher qualification.
