Entrusted by the Standing Committee of the National People's Congress, Chairman Zhao Leji reports to the Congress on the work of the Standing Committee of the National People's Congress. Zhao Leji pointed out in his report that 2023 is the first year to comprehensively implement the spirit of the 20th CPC National Congress and the first year for the 14th NPC Standing Committee to perform its duties according to law. Zhao Leji pointed out in his report that over the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, the Standing Committee of the National People's Congress has thoroughly implemented the spirit of the work session of the Central People's Congress, adhered to the organic unity of the leadership of the Party, the people as masters of the country, and the rule of law, conscientiously fulfilled the responsibilities entrusted by the Constitution and laws, and promoted the work of the National People's Congress to achieve new progress and new results, Achieve a good start. First, promote the spirit of the Constitution, fulfill its mission, and improve the level of implementation and supervision of the Constitution. We improved the legal system to ensure the implementation of the Constitution, formulated the Law on Patriotic Education, reviewed twice the revised draft of the Organic Law of the State Council, and decided to submit it to this congress for deliberation. The second is to grasp the key to improve the quality of legislation and promote the socialist legal system with Chinese characteristics to be more scientific, complete and unified. In the past year, a total of 34 legal cases were reviewed, of which 21 were passed, including 6 laws enacted, 8 laws amended, and 7 decisions on legal and major issues. Fourth, we will strengthen the capacity building of deputies to people's congresses, and support and ensure that deputies better perform their duties in accordance with the law. Taking the establishment of the Working Committee of Representatives as an opportunity, we should deepen and expand the work of deputies by strengthening the links between the Standing Committee and deputies and between deputies and the people. Fifth, obey the overall diplomacy of serving the country and actively carry out the NPC's foreign exchanges. Zhang Jun, President of the Supreme People's Court, pointed out in the work report of the Supreme People's Court that in 2023, the Supreme People's Court will adhere to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, faithfully perform the duties entrusted by the Constitution and laws, focus on the theme of "fairness and efficiency", adhere to active justice, and do a deep and practical job to serve the overall situation and the people's justice, We have taken solid steps to modernize judicial work. The Supreme People's Court received 21081 cases and closed 17855 cases, up 54.6% and 29.5% year on year respectively. Courts at all levels nationwide received 45.574 million cases and closed 45.268 million cases, up 15.6% and 13.4% year on year respectively.
In the report, Zhang Jun reviewed his work in 2023 from five aspects: first, to serve the overall situation realistically and ensure high-quality development and high-level security with active justice; The second is to do justice for the people, and ensure and improve people's well-being with active justice; Third, we should focus on the front end, prevent disease, and promote national and social governance with active justice; Fourth, we should strengthen trial management and team building, and ensure judicial justice through active performance of duties; Fifth, consciously accept supervision and practice people's democracy in the whole process with active performance of duties.
Zhang Jun said in the report that in 2024, the people's courts should thoroughly implement Xi Jinping's idea of the rule of law, and strive to support and serve Chinese modernization with the modernization of judicial work. In the work report of the Supreme People's Procuratorate, Ying Yong, the Procurator General of the Supreme People's Procuratorate, pointed out that in 2023, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, and under the strong supervision of the National People's Congress and its Standing Committee, the Supreme People's Procuratorate will faithfully perform the legal supervision responsibilities entrusted by the Constitution and laws, handle every case with high quality and efficiency, and make new progress in all procuratorial work. The procuratorial organs nationwide handled 4.253 million cases, up 28.9% year on year.

Ying Yong pointed out in the report that in 2024, the procuratorial organs across the country should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, focus on politics and the rule of law, continue to promote the procuratorial practice of Xi Jinping Thought on the Rule of Law, and support and serve Chinese modernization with the modernization of procuratorial work.
