Multi-stakeholder Roundtable I

Progress, Gaps and Challenges 

The theme of this roundtable is ‘Progress, Gaps, and Challenges’. Participants are invited to give insights on the implementation of the SAMOA Pathway thus far, and the hindrances that they have faced. Discussion here will include topics such as climate change, access to finance, and United Nations Development System Reform. 

Fireside Chat

Background

The fireside chat is a 30-minute segment of interactive discussion between the moderator and three participants. The interaction between the participants should focus on providing key insights from the last five years of implementation of the SAMOA Pathway. Participants will be asked questions pertaining to the implementation of the SAMOA Pathway, successes, and challenges. This discussion should provide inputs for the pursuant interactive dialogue, during which speakers will identify the gaps and challenges to implementation, and the processes by which these have been mitigated.

Guiding Questions

  • What have been key barriers to implementation of the SAMOA Pathway?  
  • To what do you owe the progress made on the SAMOA Pathway?  
  • How could you have been better supported in the implementation of the SAMOA Pathway?  
  • In what areas has progress been easiest, and in what areas has it been most difficult?  
  • How has implementation of the SAMOA Pathway supported or been hindered by other international frameworks (E.g. SDG Agenda, Paris Agreement, Addis Ababa Action Plan, Sendai Framework for Disaster Risk Reduction) ?

  • How has national policy planning been changed to align with the SAMOA Pathway?  
  • What partnerships and initiatives have proved most successful? How and why?  
  • What challenges have been faced in implementation? What needs to be done to address these challenges?

Priorities, Solutions and the Way Forward 

The theme of this roundtable is ‘Priorities, solutions and the way forward’. Participants are invited to announce new partnerships and initiatives going forward with the implementation of the SAMOA Pathway. This session should also serve as a platform to set priorities going forward for successful implementation of the SAMOA Pathway.

Fireside Chat

Background

The fireside chat is a 30-minute segment of interactive discussion between the moderator and three participants. The interaction between the participants should focus on providing direction to the next five years of implementation of the SAMOA Pathway. Participants will be asked questions about the priorities going forward with implementation of t he SAMOA Pathway. Engagements are expected to be to-the-point, dynamic, and organic. This segment will also encourage the announcements of new initiatives, partnerships and projects. This, alongside the political declaration, will be a key takeaway of the event.

Guiding Questions  

  • What are the priorities of Small Island Developing States going forward with the implementation of the SAMOA Pathway?  
  • What partnerships have been effective thus far? Why?  
  • How can SIDS better access finance? How must financing change to fit the specific vulnerabilities and limitations of SIDS?  
  • How can international agencies and partners better deliver for SIDS?  
  • What are some of the limitations of the Pathway? How can these be addressed?    
  • What are the key access points to accelerated delivery?  
  • Where are the greatest synergies between the SAMOA Pathway and other international frameworks (E.g. the SDG Agenda, the Paris Agreement, the Sendai Framework for Disaster Risk Reduction) ?

  • What priorities must be set in order to ensure the implementation of the SAMOA Pathway by 2024?  
  • What new initiatives and partnerships will become available to SIDS going forward?  
  • How can development partners and the international community better serve SIDS?   
  • At a national level, how must policy planning change to facilitate implementation?

How to Register to Attend (for IGOs, UN System etc.)

Given the highly limited space in the Trusteeship Council Chamber, those Intergovernmental Organisations and UN System representatives who wish to be present for the meeting will be required to express interest. The process for expression of interest will be announced in due course
