Work hard on marketization. This enlightens us to further promote the construction of the rule of law in Xinjiang, and make all-around efforts in legislation, law enforcement, justice, law-abiding, and law popularization. In particular, we should support the construction of the "Silk Road Economic Belt Legal Affairs Zone", actively introduce regional international arbitration organizations, commercial organizations, law firms and other foreign-related legal service institutions, improve the legal service capacity, and effectively implement the reform pilot Institutional innovation provides a solid legal guarantee.
Work hard on internationalization. Making good use of two markets and two resources is the advantage of the pilot free trade zone. For example, Hubei Pilot Free Trade Zone has gathered more than 16000 optoelectronic information enterprises, becoming the largest technology R&D and production base in China's optical communication field. For Xinjiang, only by comprehensively improving the level of investment liberalization and facilitation, improving the service guarantee mechanism for foreign investment, effectively guaranteeing the rights of foreign-invested enterprises to participate in government procurement, bidding, standard formulation, etc. in a fair manner in accordance with the law, and supporting eligible enterprises to enjoy industrial and regional development policies on an equal basis, can more foreign-funded enterprises be attracted to invest and develop in the pilot free trade zone.
In a sense, the process of optimizing the business environment is a process of constantly deepening reform and breaking through the shackles of ideas and interests.
