Lin, the owner of the private car, said that the empty light was picked up and given to him by his fellow villagers. He found that the empty light was not damaged and could be used, so he installed it on his private car.
Taxi drivers driving on the street noticed Lin's behavior and took a video to send to the taxi drivers' working group to remind drivers and passengers to be vigilant.
The law enforcement officers of the Economic and Technological Development Zone (Toutunhe District) Branch of Urumqi Traffic and Transportation Comprehensive Administrative Law Enforcement Bureau, together with the police of the North Gate Brigade of the Public Security Detachment of Urumqi Public Security Bureau, investigated the illegal facts of Lin.
After investigation and verification, Lin, the driver, privately installed the special signs for taxis, i.e. empty lights, on his private car, in violation of the Urumqi Regulations on the Administration of Passenger Taxis. The third paragraph of Article 30 of the Regulations reads, "If a non passenger taxi uses the special signs and equipment for passenger taxi, its signs and equipment will be confiscated and a fine of 2000 yuan will be imposed." Lin confessed to his illegal act. In response, the branch bureau imposed administrative punishment on Lin according to law.
Qi Wenge, Deputy Director of Economic and Technological Development Zone (Toutunhe District) Branch of Urumqi Comprehensive Administration and Law Enforcement Bureau of Transport, reminded the owner that vehicles not engaged in taxi passenger transport business should not install taxi ceiling lights, empty car waiting for rent signs and certified taxi mileage meters without permission. In the next step, the transportation department and the public security and traffic police department will increase their inspection efforts and crack down on illegal taxi passenger transport operations.
