Tianshan.com - Xinjiang Rule of Law News (reporter Zhang Lei, correspondent Wang Weihan reported) Recently, the mid-term evaluation of Xinjiang Administrative Reconsideration Quality Improvement Year was successfully concluded. In accordance with the Opinions of the Ministry of Justice on Carrying out the Activity of the Year for Improving the Quality of Administrative Reconsideration, each evaluation team has a comprehensive understanding of the implementation of the activity of the year for improving the quality of administrative reconsideration of the evaluated unit by holding symposiums, file reviews, field visits, and reviewing the work ledgers.
According to the types of cases accepted by local administrative review institutions, each evaluation team will randomly select the case files for evaluation, and prepare the Registration Form for Evaluation of Administrative Review Case Files case by case by adopting the method of "one case for evaluation, one case for filling in the form", focusing on the administrative review cases in the fields of natural resources, social security, market supervision, and government information disclosure from 2020 to 2022. A total of 344 cases of 30 administrative reconsideration institutions were evaluated in the whole district. The evaluation team focused on the on-site feedback of the problems found in the case evaluation, put forward specific rectification requirements, practically solved the "real problems" with "real evaluation", and urged the evaluated administrative reconsideration institutions to draw inferences from one instance and improve the quality.
According to the mid-term evaluation, since the Ministry of Justice launched the activity of the Year of Quality Improvement of Administrative Reconsideration, the activities of the Year of Quality Improvement of Administrative Reconsideration of the judicial administrative organs at the prefecture (city) and county (city) levels in the ten regions assessed in our district have made good progress, with various highlights and characteristics. The judicial bureaus of some prefectures (prefectures and cities) have organized and carried out centralized evaluation, inspection and rectification, leak detection and filling, and improved the standing books. The standardization of files has achieved remarkable results. The judicial bureaus of some prefectures (prefectures and cities) have carried out on-the-job training, centralized training, and established rules and regulations. The team structure has tended to be optimized, and the quality of reconsideration has significantly improved. At the same time, the mid-term assessment also revealed some problems. While affirming the effectiveness of the activities in the assessed areas, the assessment teams required that this mid-term assessment be taken as an opportunity to adhere to the problem orientation, carefully sort out and summarize experience, find weaknesses and complement weaknesses, and ensure the smooth implementation of the tasks of the annual activity of improving the quality of administrative reconsideration.
It is reported that the Department of Justice of the Autonomous Region will combine the results of this evaluation work, refine the highlights of the work, clarify the later work, form a mid-term evaluation work report on the quality of administrative reconsideration, continue to consolidate the "second half article" of the activity of the Year of Administrative Reconsideration Quality Improvement, promote the deepening and implementation of the activity of the Year of Administrative Reconsideration Quality Improvement, and promote the newly revised Law of the People's Republic of China on Administrative Reconsideration Effective on January 1, 2024.
