200 million, 2 billion, 5 billion... Why has this textile industrial park developed so fast in seven years?

From 5 enterprises settled when it was first built in 2017 to 23 today, it has become the largest professional weaving park for grey looms in Xinjiang; From the initial annual output value of 200 million yuan to the output value of more than 2 billion yuan last year, Yining County Textile Industrial Park has built a high-quality development path relying on the advantages of location, Xinjiang aid and industrial chain.
On May 23, during working hours, there was almost no movement of people in Yining County Textile Industrial Park. The factories were arranged in order, and the roar of machines kept coming from the factories.
In the production workshop of Xinjiang Huashu Textile Technology Co., Ltd., cotton yarns are drawn out from strands of white cotton slivers, becoming thinner and denser. They rotate along the wheel and are wound into spindles. There are fewer workers in the workshop. They sometimes check the joints and sometimes replace with new cotton reels.
In August 2017, Yining County Textile Industrial Park was completed, and the first batch of enterprises settled in the park was 5. Xinjiang Huashu Textile Technology Co., Ltd. was the first batch of spinning enterprises settled in the industrial park.

"Investing in Yining County can make use of the advantages of Xinjiang cotton base and the advantages of enterprises in R&D, production and sales to make enterprises bigger and stronger," said Miao Yujun, general manager of Xinjiang Huashu Textile Technology Co., Ltd.

The settlement of enterprises in the textile industrial park is inseparable from the local convenient transportation advantages.
Yining County is an important node city of the Silk Road Economic Belt, 90km from Khorgos Port and 70km from Dulata Port. A "five horizontal and eight vertical" highway network has been formed in the county. Jingyi Huozhou Railway runs through the county. There are two stations in the county, which provides convenient railway transportation.
Relying on many advantages, Yining County plans to build a textile industrial park at a high starting point, with a planned area of 20 square kilometers, a total investment of 1.78 billion yuan in the first phase, a standardized factory building and supporting facilities of about 450000 square meters, and a relatively complete industrial chain of spinning, weaving, and finished product processing has been formed.

"Constantly optimize the business environment so that enterprises can settle down and produce safely," said Yan Chunping, member of the Party Working Committee of the Administrative Committee of Yining County Yidong Industrial Park.
In the textile workshop of Xinjiang Tianyi Hongqi Textile Science and Technology Co., Ltd., 312 looms are running at high speed, and the silver sky silk is flying into spindles. The cotton spindles become grey cloth with different widths in the sound of the loom "clicking".

"From settlement, recruitment to production, the industrial park provides' nanny style 'services," said Sun Shisheng, director of Xinjiang Tianyi Hongqi Textile Technology Co., Ltd.
Yan Chunping introduced that the production plant of the enterprise is provided by the textile industrial park, and helps the enterprise to recruit workers to solve the problems of accommodation, commuting and other worries of employees, so that the enterprise can achieve "check-in with bags". At the same time, the park has a special team stationed in enterprises to help enterprises solve the problems of raw materials, financing, employment, logistics and so on.
Tianyi Hongqi Company can be described as a "latecomer". It will settle in the textile industrial park in 2022 and be officially put into production in just two months. "Concentrate on production without distractions." Sun Shisheng said that the company also spends 20 million yuan every year on innovative research and development to improve production efficiency. Less than a year after being put into production, the company decided to build the second phase project. At present, the second phase project has been put into operation, and the annual output value of the enterprise is expected to increase to 500 million yuan.
As enterprises become bigger and stronger, the textile industrial park will also expand its scale. This year, the second phase project of the textile industrial park will be completed and put into operation. The textile production capacity of the park will reach 320 million meters of grey cloth and about 550000 spindles of yarn, and the annual output value is expected to be about 5 billion yuan.

"It is planned to build the textile industrial park into the largest employment base in Ili Kazak Autonomous Prefecture, the largest textile industrial base in the northern Xinjiang region and a well-known textile town in the country in three to five years, so as to drive the high-quality development of the local textile industry," said Yan Chunping.
