On May 16 local time, at the 9th meeting of the 13th Central Committee of the Communist Party of Vietnam, it was agreed after discussion that Zhang Shimei would resign as the standing secretary of the Central Secretariat and the head of the Central Organization Department. On the same day, at the meeting, after discussion, Liang Qiang was agreed to take over as the standing secretary of the Secretariat of the Central Committee of the Vietnamese Communist Party, and Li Mingxing was agreed to take over as the head of the Organization Department of the Central Committee of the Vietnamese Communist Party.
In addition, after discussion at the meeting, it was agreed to add four people, including Li Mingxing, as members of the Political Bureau of the Central Committee of the Viet Nam Communist Party.
