On May 16, a number of Philippine ships illegally gathered in the waters adjacent to Huangyan Island to carry out activities unrelated to normal fishery production and operations. The Chinese Coast Guard strengthened on-site surveillance and evidence collection. Philippine civil society organizations illegally gathered several ships about 60 nautical miles east of Huangyan Island to take photos and videos. Philippine official ships accompanied them and acted as "bodyguards". The Philippines made a show at the scene by fishing in nets, displaying flags and other means, and the Chinese maritime police carried out on-site control over illegal gathering of Philippine vessels according to law.
