Qu Min, the former member and vice chairman of the CPPCC Heilongjiang Provincial Committee, was suspected of taking bribes. The case was investigated and concluded by the National Supervision Committee, and designated by the Supreme People's Procuratorate. The case was examined and prosecuted by the Wenzhou Municipal People's Procuratorate of Zhejiang Province. Recently, the People's Procuratorate of Wenzhou City, Zhejiang Province has filed a public prosecution to the Intermediate People's Court of Wenzhou City, Zhejiang Province.

The prosecution alleges that Qu Min, the defendant, used to serve as the director of Harbin Institute of Agricultural Sciences in Heilongjiang Province, the head and president of Harbin Academy of Agricultural Sciences, the deputy secretary, head and secretary of Hulan District Party Committee in Harbin, the deputy secretary of the Party Working Committee, secretary of the Party Working Committee and director of the management committee of Limin Economic and Technological Development Zone in Harbin, and the chief office level cadres in Harbin, The deputy secretary, division commander and political commissar of the tenth division of the Xinjiang Production and Construction Corps, the deputy secretary, mayor and secretary of the Beitun Municipal Party Committee of the Xinjiang Uygur Autonomous Region, the deputy secretary, mayor and secretary of the Suihua Municipal Party Committee of Heilongjiang Province, the member and vice chairman of the CPPCC Party Group of Heilongjiang Province, etc, Seeking illegitimate interests for others through the official acts of other state functionaries, and illegally accepting other people's property, which is especially huge, shall be investigated for criminal responsibility according to law as the crime of accepting bribes.
