From May 8 to 10, Cai Ruolin, Secretary of the Hong Kong Education Bureau, led a research group of Hong Kong university leaders composed of presidents of 22 Hong Kong universities and heads of major advisory institutions in the field of higher education to visit Beijing, during which she was also met by Xia Baolong, Director of the Office of Hong Kong and Macao Affairs of the State Council. After returning to Hong Kong, Cai Ruolin said in an interview with China News Service and other media on the 13th that in terms of talent cultivation, colleges and universities should expand their capacity and improve their quality, and build an international post-secondary education hub. They should not only continue to cultivate local talents, but also attract more overseas talents to study in Hong Kong and develop in Hong Kong. She explained that the number of non local students in Hong Kong funded post-secondary institutions increased from 20% to 40%, and the institutions averaged over several academic years, considering factors such as staff, teaching quality, and overall student population planning. Cai Ruolian said that it would depend on the use of places and the quality of teaching. If there was room, it would continue to improve the number of non local students.
