Notice on Optimizing and Adjusting the Real Estate Market Regulation Policy

All relevant units:

In order to conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, fulfill the main responsibilities of the city, continue to meet the rigid and improving housing needs, and promote the steady and healthy development of Hangzhou's real estate market, we hereby notify you of the optimization and adjustment of relevant regulatory measures as follows:

1、 Scientific preparation of housing development plan

Scientifically formulate housing development plans and annual plans, take into account economic and social development, population changes, industrial layout, housing supply and demand, scientifically arrange land and housing supply, optimize the supply structure, guide the allocation of financial resources, and promote the steady development of the real estate market.

2、 Optimize the supply of residential land

Deepen the linkage mechanism between housing and land, dynamically adjust the scale and pace of homestead supply according to the supply and demand of the housing market, optimize the land supply model for regions with large housing supply and slow pace of de industrialization, and promote the balance between supply and demand.

3、 Fully abolish housing purchase restrictions

If you purchase a house within the city, you will no longer be required to review the purchase qualification.

4、 Optimize notary lottery sales measures

For new commercial housing projects with the number of registered households with purchase intention less than or equal to the number of houses to be sold, the requirements for notarized lottery sales will be canceled and the development enterprises will sell them independently.

5、 Strengthen housing credit support

If the buyer does not have a house within the urban area of the purchased house, or has only one house within the urban area of the purchased house and is listing for sale, the mortgage loan for the newly purchased house can be recognized as the first house.

6、 Optimize the points settlement policy

Non residents who have obtained houses with legal property rights in this city may apply for settlement.

7、 Promote high-quality residential supply

Improve the supporting facilities around the transferred plot, support the development of low-density, high-quality residential products according to local conditions, encourage green, low-carbon, scientific and technological buildings, and better meet the diversified needs of the people for "good houses".

This Circular shall come into force as of the date of promulgation. If the original policy is inconsistent with this notice, this notice shall prevail.
