The District Housing Construction Bureau, Guangming Fire Rescue Brigade, Guangming Public Security Branch, District Health Bureau, Guangming Traffic Police Brigade, Gongming Street, Guangming Power Supply Bureau, and District Construction Engineering Rescue Team were totally 36 participants.
According to the introduction, the simulation scene of this drill is: due to frequent rainfall in the recent period, the foundation of the project under construction of Honghuashan Sports Center Gymnasium in Gongming Street experienced local settlement, and the external scaffold collapsed due to extrusion. One worker carrying out concrete pouring on site was buried and pressed by the collapsed scaffold, his abdomen was pierced by steel pipes, one worker fainted beside the scaffold, and a distribution box on the site was damaged by steel pipes.
After receiving the report, all units shall be present in turn to carry out emergency disposal. The District Housing Construction Bureau, together with Gongming Street, organized the establishment of the on-site headquarters, convened experts to discuss and judge the risks in the surrounding areas, made scientific decisions and deployment, formulated on-site disposal plans, and guided the rescue work. Guangming Fire Rescue Brigade will carry out rescue work for the wounded together with the District Health Bureau. The District Development and Reform Bureau and the District Power Supply Bureau shall conduct leakage detection and disposal on the electric box. Guangming Traffic Police Brigade, Guangming Public Security Branch and Gongming Street jointly evacuate and transfer the masses, and conduct on-site barricade and warning to prevent irrelevant personnel from entering the accident area. The construction engineering rescue team in the district shall dismantle the scaffold and other work to prevent secondary derivative disasters.
After the drill, all units gathered at the headquarters to discuss and carry out a review, check and analyze the deficiencies of the drill. Subsequently, experts commented on the exercise. The Chief of the Emergency Command and Plan Management Section of the District Emergency Management Bureau reported the attendance of all participating units.
The relevant person in charge of the District Emergency Management Bureau fully affirmed the correct attitude that all units attach great importance to. He pointed out that the fire and traffic police could be present within 6 minutes, which saved valuable time for emergency rescue; The public security and streets fully mobilize personnel and equipment, which reflects the importance of emergency disposal. All units shall strengthen the research and judgment when handling, determine whether the reason for the fainting of the wounded is physical factors or other reasons such as toxic gas and electric shock, and take good protection during the rescue process to avoid causing more casualties. It is hoped that all units can continuously improve the professional handling ability of emergency rescue through pull drills.
