The newly revised Law of the People's Republic of China on Guarding State Secrets will come into force on May 1 this year. On April 26, the Supreme People's Procuratorate held a group study of the Party Leadership Group Theory Learning Center and the Procuratorate Committee around the revised Confidentiality Law. Ying Yong, the Secretary of the Party Leadership Group of the Supreme People's Procuratorate and the Procurator General, stressed in presiding over the study that it is necessary to study and implement Xi Jinping's thoughts on the rule of law and the overall concept of national security as a whole, conscientiously implement the important discourse spirit of General Secretary Xi Jinping on confidentiality work, adhere to the political principle of party control over confidentiality, thoroughly study, publicize and implement the newly revised confidentiality law, and perform legal supervision duties with high quality and efficiency, We will work together to strengthen the defense line for the security of state secrets, further strengthen the confidentiality work of procuratorial organs, strictly observe the bottom line of confidentiality, and make full use of the power of the rule of law to safeguard national security and interests.

The head of the State Secrets Administration was invited to give a coaching report, deeply analyzed the current situation facing the security work, and made a comprehensive and systematic interpretation of the background, spirit and key content of the revision of the Confidentiality Law.

"Confidentiality has always been an important work of the Party and the country." Ying Yong pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to confidentiality work, and General Secretary Xi Jinping has made a series of important instructions, which provide a fundamental basis for confidentiality work. Confidentiality law is a basic and comprehensive law in the field of confidentiality. The revision and implementation of the Confidentiality Law is of great significance for promoting the high-quality development of confidentiality work and better safeguarding national security and interests. The procuratorial organ should improve its political position, accurately grasp the spiritual essence and main content of the Confidentiality Law, and pay attention to the study, publicity and implementation of the Confidentiality Law in combination with the reality of procuratorial work.

It should be emphasized that confidentiality is an important part of the national security system. As the national legal supervision organ and the judicial organ that guarantees the unified and correct implementation of national laws, the procuratorial organ bears an important responsibility in strengthening the construction of confidentiality and the rule of law, and coordinating the construction of national secret security lines. We should thoroughly implement the overall concept of national security, implement the Criminal Law, the Confidentiality Law, the Cyber Security Law and other laws and regulations, severely punish all kinds of crimes that violate national secrets in accordance with the law, further strengthen the organic link between administrative law enforcement and criminal justice in the field of confidentiality, and promote the fight against theft and leakage of secrets.

"Confidentiality is no trivial matter, and everything even politics cannot be overemphasized." Ying Yong pointed out that a large amount of confidential information is generated in the performance of procuratorial duties, and the responsibility for confidentiality work is significant. The procuratorial organs at all levels should always adhere to the political principle of keeping secrets under the control of the Party, strengthen the publicity and education of confidentiality, strengthen the concept of confidentiality, improve the responsibility system of confidentiality work, and ensure that Party and state secrets are safe in the inspection process, with a sense of responsibility of "always being reassured" and a bottom line thinking of "never losing anything". At the same time, we should adhere to the principle of openness according to law, improve the mechanism of openness of procuratorial work, and earnestly guarantee the people's right to know, participate in, and supervise procuratorial work.
