Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Strengthening the Construction of the Coordination and Supervision System of Administrative Law Enforcement (hereinafter referred to as the Opinions), making systematic arrangements for strengthening the coordination and supervision of administrative law enforcement in the new era (hereinafter referred to as the supervision of administrative law enforcement).

The Opinions pointed out that administrative law enforcement supervision, as the internal level supervision of higher administrative organs over the administrative law enforcement work of lower administrative organs, is an important part of the Party and national supervision system, and is the basic way for Party committees and governments at all levels to coordinate administrative law enforcement work. It is of great significance to build a comprehensive and perfect administrative law enforcement supervision system to comprehensively improve the level of administration according to law, accelerate the construction of a government ruled by law, and promote the comprehensive rule of law. To strengthen the construction of the administrative law enforcement supervision system, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on the Rule of Law, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, deeply understand the decisive significance of the "two establishment", strengthen the "four awareness", strengthen the "four self-confidence", and achieve the "two maintenance", Continuously improve the supervision system, strictly implement the supervision responsibilities, constantly innovate the supervision methods, and give full play to the role of administrative law enforcement supervision in the overall coordination, standardized management, guidance, supervision, incentive and guarantee of administrative law enforcement. By the end of 2024, a relatively complete administrative law enforcement supervision system covering four levels of provinces, cities, counties and townships will be basically built to achieve all-round Full process, normalized and long-term supervision.

The Opinions require that we should improve the system and mechanism of administrative law enforcement supervision, and promote the organic connection and coordination between administrative law enforcement supervision and other types of supervision. As the government's administrative law enforcement supervision agency, the judicial administration department undertakes the specific affairs of administrative law enforcement supervision on behalf of the government at the same level. The government departments at or above the county level shall, under the guidance of the judicial administration departments of the governments at the corresponding levels, be responsible for guiding and supervising the administrative law enforcement of the competent industries within their respective administrative areas. We should improve the system of administrative law enforcement supervision laws and regulations, promote the legislation of administrative law enforcement supervision, improve the system of administrative law enforcement supervision, improve the norms of administrative law enforcement behavior, and improve the administrative law enforcement management system. We should strictly perform the supervision function of administrative law enforcement, carry out the regular supervision of administrative law enforcement, and do a good job in the special supervision of administrative law enforcement. We should make full use of the results of administrative law enforcement supervision, broaden the channels of administrative law enforcement supervision, and strengthen the collection and coordination of information clues of administrative law enforcement supervision.

The Opinions stressed that it is necessary to strengthen work guarantee, strengthen organization and implementation, strengthen the construction of administrative law enforcement supervision team, promote the digital construction of administrative law enforcement and administrative law enforcement supervision, establish a supervision and implementation mechanism, strengthen cooperation and cooperation, and achieve deployment, re implementation and effectiveness.
