At the political and business forum of Xinjin District, Chengdu, Sichuan Province, held on April 28, the Policy of Xinjin District, Chengdu to Support and Promote the Construction of Livable, Business friendly and Beautiful Countryside (hereinafter referred to as the Policy) was officially released. The Policy involves grain and oil, livestock and poultry, aquatic products, fruits and vegetables, integration of agricultural, commercial, cultural and tourism, rural headquarters economy, agricultural scientific and technological innovation, agricultural brand building and other aspects, and provides real gold and silver support. Among them, eligible agricultural, commercial, cultural and tourism integration projects will be given subsidies of up to 5 million yuan.

The Policy supports the development of grain and oil industry, involving large-scale planting, seed production industry, product comparison park, etc. A one-time subsidy of 3000 yuan/mu will be given to farmers who have retired low effect wood to restore the production of grain and oil and other major crops, and a subsidy of 1000 yuan/mu will be given to farmers who have replanted grain every year for three consecutive years; The construction of grain and oil variety comparison and identification experimental park will be subsidized by 30% of the construction investment, with the maximum amount not exceeding 1 million yuan; The grain practitioners who have been certified by the grain and oil warehouse administrator or grain and oil quality inspector at the primary level or above will be given a one-time subsidy of 50% of the certification fee.

The term "variety" has been mentioned many times in the Policy. A one-time reward of 500000 yuan will be given to the livestock and poultry genetic resources that have passed the appraisal of the National Commission of Livestock and Poultry Genetic Resources, and a one-time reward of 3 million yuan will be given to the new varieties and supporting lines of livestock and poultry that have passed the examination and approval; A one-time reward of 2 million yuan and 1 million yuan will be given to those evaluated as national and provincial livestock and poultry or aquatic core breeding farms; In the fruit and vegetable industry, a one-time reward of 100000 yuan will be given for each new plant variety right.

"New agricultural formats" is one of the concerns of the Policy. For rural e-commerce projects that meet the standards, 30% of the annual online sales will be subsidized, which will not exceed 500000 yuan per year; For agricultural enterprises that set up headquarters in Xinjin, have three or more branches outside Xinjin District, or hold 50% or more subsidiaries, and the operating income of Xinjin headquarters is more than 50 million yuan, and the proportion of operating income from subordinate subsidiaries or branches is not less than 20%, a subsidy of 1% of the annual operating income will be given, not more than 1 million yuan per year; Enterprises providing "variety screening, soil testing and fertilizer distribution, plant protection services, machinery support" and other whole process digital platform services will be given subsidies of no more than 1 million yuan per year; Support institutions (universities) and local governments to cooperate in building pilot demonstration, smart agriculture projects and other construction. For newly approved and recognized small scientific and technological institutes at municipal level and above, pay attention to the punctuation in the form of full half corner matching one-time subsidies according to the national, provincial and municipal reward fund standards.

In addition, the Policy proposes to support agricultural brand building. For those who have newly obtained the certification of "two products, one standard and one excellence", a one-time reward of 50000 yuan, 100000 yuan, 100000 yuan and 200000 yuan will be given respectively for the certification of green, organic, famous, special and excellent agricultural products, and the certification fee of "two products, one standard and one excellence" will be 50% subsidized, and the maximum subsidy for certification fee will not exceed 200000 yuan; A one-time reward of up to 100000 yuan will be given to business entities that have received new national, provincial and municipal agricultural advanced commendation and pilot demonstration; A one-time reward of up to 500000 yuan will be given to the newly rated national, provincial and municipal agricultural industrialization leading enterprises; For those newly assessed as national, provincial and municipal cooperatives, a one-time reward of up to 300000 yuan will be given; For newly assessed family farms at national, provincial and municipal levels, a one-time reward of up to 200000 yuan will be given.
