Main Responsibilities of the Ministry of Foreign Affairs of the People's Republic of China

(1) Implement the country's foreign policies and relevant laws and regulations, safeguard national sovereignty, security and interests on behalf of the country, handle foreign affairs on behalf of the country and the government, and undertake diplomatic exchanges between the party and state leaders and foreign leaders.

(2) Investigate and study the global and strategic issues in the international situation and international relations, study and analyze major issues in the diplomatic work in the political, economic, cultural, security and other fields, and put forward suggestions for the CPC Central Committee and the State Council to formulate diplomatic strategies and policies.

(3) In accordance with the overall layout of diplomacy, it is responsible for coordinating with relevant units on major issues such as foreign trade, economic cooperation, economic aid, culture, military aid, military trade, overseas Chinese affairs, education, science and technology, and foreign publicity, and reporting to the CPC Central Committee and the State Council and making suggestions.

(4) Draft relevant laws and regulations and policy planning in the field of diplomatic work.

(5) Responsible for dealing with global and regional security, political, economic, human rights, social, refugee and other foreign affairs in multilateral fields such as the United Nations.

(6) Responsible for international arms control, disarmament, non-proliferation and other fields, studying relevant international security issues, and organizing negotiations on arms control related treaties and agreements.

(7) To be responsible for the affairs of the country's concluding bilateral and multilateral treaties with foreign countries, to be responsible for matters related to international judicial cooperation, to be responsible for or participate in the handling of major foreign-related legal cases involving the country and the government, to assist in the review of draft foreign-related laws and regulations, and to organize and coordinate the work related to China's implementation of international conventions and agreements.

(8) Lead or participate in the formulation of policies related to land and maritime boundaries, guide and coordinate maritime external work, organize management work related to boundary delimitation, demarcation and joint inspection, deal with foreign related cases, and undertake diplomatic negotiations related to maritime delimitation and joint development.

(9) Release information on important diplomatic activities, elaborate foreign policies, be responsible for news work on important national foreign affairs, organize public diplomatic activities, and be in charge of affairs of foreign journalists in China and foreign permanent news agencies.

(10) To be responsible for the country's foreign etiquette and ceremony affairs, protocol matters for important national foreign affairs activities, and etiquette, diplomatic privileges and immunities of diplomatic agencies in China.

(11) Be responsible for consular work. To administer foreign diplomatic and consular offices in China; Responsible for overseas Chinese affairs; Handle and participate in the foreign negotiation of domestic and foreign cases; To be responsible for consular protection and assistance, coordinate relevant departments and local governments, guide diplomatic missions abroad to deal with consular protection and assistance cases, and issue early warning information on consular protection and assistance.

(12) Responsible for coordinating the disposal of overseas emergencies involving China, protecting the legitimate rights and interests of overseas Chinese citizens and institutions, and participating in the disposal of domestic and foreign emergencies.

(13) To administer the diplomatic and consular affairs of the Hong Kong and Macao Special Administrative Regions and handle Taiwan related diplomatic affairs in accordance with the law.

(14) To guide and coordinate the foreign affairs work of local governments and various departments under the State Council, review the important foreign affairs regulations of local governments and various units under the State Council and the foreign affairs requests submitted to the State Council, and work with relevant departments to study and put forward suggestions on handling major violations of foreign affairs and disciplines.

(15) Handle and coordinate foreign affairs related to national security issues.

(16) To be responsible for the translation of important national foreign affairs activities, diplomatic documents and documents.

(17) To lead the work of diplomatic agencies stationed abroad and the offices of special commissioners stationed in Hong Kong and Macao, be responsible for building the cadre team of diplomatic agencies stationed abroad, guide and supervise the informatization, finance and building construction of diplomatic agencies stationed abroad and the offices of special commissioners stationed in Hong Kong and Macao, and be responsible for the management of the use of real estate of diplomatic agencies stationed in China.

(18) It is in charge of the Chinese People's Association for Friendship with Foreign Countries, and is responsible for the foreign affairs of the Federation of the Red Cross Society of China and the Soong Ching Ling Foundation of China.

(19) To undertake other tasks assigned by the CPC Central Committee and the State Council.
